On March 17, news from Ha Tinh Provincial People's Committee said that Deputy Prime Minister Tran Hong Ha signed Decision No. 439 dated March 16, 2026 approving the adjustment of the general construction plan of Cau Treo International Border Gate Economic Zone until 2045.
According to the adjustment approval, Cau Treo International Border Gate Economic Zone has a total natural area of 56,685 ha, including 3 administrative units: Son Kim 1 commune, Son Kim 2 commune and Son Tay commune.
The core area of the Cau Treo International Border Gate Economic Zone includes 9 sub-zones with an area of about 23,411 ha.
The goal of adjusting the planning is to create conditions to comprehensively promote the potential of the economic zone, develop the dynamic, efficient, with international identity and stature, and suitable for the conditions of the new development context of the Cau Treo international border gate economic zone.
Providing a legal basis for managing construction, implementing detailed plans and investment projects in economic zones.

Regarding development strategy, the plan focuses on 5 main orientations including: promoting border economic cooperation between Vietnam and Laos; developing high-tech agricultural and forestry centers associated with ecological landscapes; developing border gate tourism and ecotourism; developing industry, handicrafts and logistics; and ensuring harmonious development of cultural and social factors.
The economic zone development space is organized based on a natural ecosystem, associated with the Ngan Pho River and hilly landscape areas. The plan focuses on building green spaces, water surfaces and public areas to improve the quality of living and create landscape highlights.
New urban areas will be developed according to a mixed structure in areas along the Ngan Pho River. Meanwhile, existing residential areas are renovated and embellished to improve the quality of life of people, minimize clearance, and create conditions for local people to participate and benefit from the development process.
According to the plan, the economic zone is divided into 9 functional sub-zones, including: gateway urban area associated with commerce - logistics; central residential area of Son Tay commune; central administrative - service urban area of the economic zone; residential areas associated with agricultural - forestry production; existing residential areas in Son Kim 1 and Son Kim 2; residential area associated with Dai Kim industrial park; Da Mong service - industrial - tourism area; Nuoc Sot urban area, eco-tourism; and Cau Treo international border gate area.
In which, the Nuoc Sot area is oriented to become a resort and medical tourism center, exploiting the advantages of hot mineral water sources combined with developing ecotourism and community tourism.
Regarding technical infrastructure, the plan identifies upgrading National Highway 8 - a vital traffic axis connecting the economic zone; investing in main roads south of the Ngan Pho River; developing an internal traffic system, Cau Treo dry port with a scale of about 10 hectares to promote import and export activities.
In addition, water supply, electricity supply, drainage, wastewater treatment and solid waste management systems will be synchronously invested according to modern standards, ensuring sustainable development requirements and environmental protection.
The Government assigned the Ha Tinh Provincial People's Committee to organize the announcement and public disclosure of the plan; and at the same time review, prepare and adjust zoning plans, detailed plans and technical infrastructure plans in accordance with the general planning content that has been approved.
