According to information from the State Treasury (KBNN), implementing the direction of the Politburo in Conclusion No. 195-KL/TW dated September 26, 2025 on "Completing the payment of early retirement benefits according to Decree 178/2024/ND-CP before October 15, 2025", the KBNN system has mobilized all resources and implemented many drastic solutions to ensure payment to the right beneficiaries, on time, safely and transparently.
The State Budget Law stipulates that payment can only be made when three conditions are met: with an estimate assigned by competent authorities; valid and legal documents and documents for payment; and the budget-using unit has opened an account at the State budget for accounting and payment.
When the above conditions are met, the KBNN system will check and process the documents in accordance with the provisions of Decree No. 11/2020/ND-CP and Circular No. 17/2024/TT-BTC. Thanks to the strong application of Online Public Service, most regular payment records are processed right on the working day. To date, 100% of budget-using units (except for the security and defense sector) have conducted transactions on the DVCTT system, accounting for 99.5% of the total payment records.
To meet the urgent progress requirements, the State Bank has synchronously deployed many measures. KBNN staff work through holidays and weekends to complete their tasks and pay the regime according to the prescribed time limit. The KBNN has also advised the Ministry of Finance to issue Official Letter No. 15041/BTC-KTN dated September 27, 2025 guiding the implementation of Decree 178, and at the same time requested the Ministry of Home Affairs to provide specific instructions on some remaining issues to ensure unified payment in accordance with legal regulations.
By October 7, 2025, all units using the commune-level budget nationwide had completed opening accounts at the KBNN, ready to pay, pay salaries and benefits to employees, including those under Decree 178.
Along with implementing the payment of the regime, the KBNN continues to improve the institutions, submit to competent authorities to issue a Decree replacing Decree 11/2020/ND-CP, aiming to shorten the time for regular payment to a maximum of 1 working day and cut 84% of the dossier components.
For investment expenditures, implemented according to Decree No. 254/2025/ND-CP dated September 26, 2025, administrative procedures have been reduced by 70%, contributing to simplifying the process and improving the efficiency of budget disbursement.
Regarding the payment schedule for cadres and civil servants who have decided to retire under the regime according to Decree 178, as of 12:00 on October 9, 2025, according to the report of the Ministry of Home Affairs, there are still 14,496 cases that have not been paid, including some new units that have been supplemented by competent authorities.
Related agencies are urgently completing the dossier and transferring it to the KBNN to make payments as soon as possible. The KBNN is the unit that performs the final procedures of the payment process, and payment transactions are only carried out after having a complete list of beneficiaries and budget estimates entered in the TABMIS system, the KBNN informed.
The KBNN has reported to the Ministry of Finance to synthesize the situation and continue to closely follow the direction of the Government and the Ministry of Finance to ensure 100% of early retirement payment according to Decree 178 is completed to the right subjects, in accordance with regulations and on time.
