The People's Committee of Cao Bang province has just issued Official Letter No. 3432/UBND-KT requesting tightening management, control of supply - demand and stabilizing prices of construction materials in the area.
Accordingly, the Chairman of the Provincial People's Committee directed departments, branches, localities and enterprises to strictly announce construction material prices, labor unit prices, locomotive prices and construction price indexes in accordance with current regulations.
The Department of Construction is assigned to preside over and coordinate with relevant agencies to collect market price data from enterprises, contractors, and investors to serve the work of synthesizing and announcing prices periodically.
At the same time, check and assess the causes of price fluctuations, advise on solutions to stabilize the market, and report to the Ministry of Construction according to regulations.


The Provincial People's Committee also requested departments, branches, sectors and local authorities to thoroughly grasp the instructions to organizations, enterprises and construction units; review and evaluate the demand for construction materials, adjust the material development plan and update areas with mineral potential into the provincial planning to ensure long-term supply.
The Department of Agriculture and Environment is assigned to strengthen licensing, inspection and supervision of mineral exploitation for common construction materials, preventing shortages and unusual price fluctuations.
Along with that, the provincial police and market management forces will step up inspection and strictly handle acts of speculation, hoarding, and price manipulation.
Investors and contractors are responsible for providing information on material, labor and construction machinery prices when required, while construction materials manufacturing and trading enterprises must list and declare prices according to the Price Law, contributing to ensuring transparency, market stability and limiting the risk of unreasonable price increases.

The reporter's record on November 8 shows that after receiving instructions from the Provincial People's Committee, the prices of common construction materials such as sand and stone in the area are basically stable, closely following the announcement level of the Department of Construction.
Mr. Nguyen Quang Tuan - Director of Vietnam Natural Stone and Mineral Industries Co., Ltd. - said that since the beginning of the year, the enterprise has maintained stable selling prices, with sand at the mine ranging from 352,000 to 385,000 VND/m3 (including VAT).
At the Keu Thin - Khau Cai sand mine (Hoang Ngoc Company Limited), the price in October ranged from 330,000 to 430,000 VND/m3. For construction stone, the current common price is 220,000 - 230,000 VND/m3 (including VAT).
In terms of consumption, Mr. Nong Van Hung - Director of Thang Hung Construction Company Limited - said that the unit often takes stone from Lung Lan mine, Thach An commune, with prices ranging from 100,000 to 345,000 VND/m3 (excluding tax).


Many businesses believe that Cao Bang has often lacked construction materials, especially common stone, for many years.
A representative of a contractor in Bao Lam district said that stone prices in Thong Nong, Bao Lam, Bao Lac areas are higher than in other places due to scarcity of supply, while many mines have almost run out of reserves.
This has caused businesses to worry about not having enough materials for the final water construction phase of the year. Some local projects have been behind schedule due to lack of materials, forcing contractors to buy stone from other provinces to transport them back, increasing costs and affecting the progress of the project.
