The entire system operates under the strategic coordination of the Steering Committee for Science, Technology and Environment - Petrovietnam Trade Union. The Steering Committee plays the role of "conductor", ensuring that all innovation activities are implemented synchronously, with orientation and a specific progress control mechanism - risk. Thereby, innovation is no longer a dispersed activity by unit, but becomes a resonant system on a group-wide scale.
Along with that, Petrovietnam focuses on perfecting regulations, financial mechanisms and governance methods to create a favorable environment for the environment.
