Presiding over the Conference were Politburo Member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Politburo Member, Secretary of the Party Central Committee, Head of the Central Propaganda and Training Commission Trinh Van Quyet.
Receiving 53 officials, civil servants, and employees
Presenting a report on the handover content, Comrade Tran Thanh Lam, Member of the Party Central Committee, Deputy Head of the Central Propaganda and Training Commission, said that up to this point, the two agencies have completed the review, inventory, comparison and unified the content of the handover and receipt minutes with 6 core content groups on functions and tasks; on organizational structure; on civil servants and employees; on finance and assets; on projects and tasks being implemented; on dossiers, documents, and databases.
Comrade Tran Thanh Lam affirmed that the preparation and implementation of the handover task has been carried out urgently, seriously, substantively, fully, comprehensively, with comparison, with clear confirmation. On behalf of the Central Propaganda and Training Commission, the handover working group requests complete, accurate, and unified confirmation of the data, list, dossiers, documents and all handover contents up to the time of signing today's minutes.
At the Conference, presenting a report on the content of receiving functions and tasks of advising on mass mobilization work from the Central Propaganda Department to the Party Committee of the Fatherland Front, central mass organizations, Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front, central mass organizations, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Phi Long said that regarding functions and tasks, receiving the function of advising on mass mobilization work, assisting the Central Executive Committee, directly and regularly the Politburo, the Secretariat on guidelines, policies and major solutions on mass mobilization work assigned in Decision No. 246-QD/TW, dated January 24, 2025 of the Politburo on functions, tasks, powers, and organizational structure of the Central Propaganda and Mass Mobilization Committee.
Regarding organizational structure, receive all units directly performing the function of advising on mass mobilization work of the Central Propaganda and Training Commission to the Party Committee of the Fatherland Front, central mass organizations, along with the functions, tasks, and current working regulations of each unit.
Regarding staff and personnel, receiving a total of 53 cadres, civil servants, and employees according to the handover of the Central Propaganda and Training Commission to work at the Party Committee of the Fatherland Front, central mass organizations and retired cadres, accompanied by cadre records, party member records, insurance records, planning, and cadre evaluation.
Projects and tasks on mass mobilization work being implemented in the 2026 Work Program of the Central Propaganda Department are also transferred for continued implementation.
The requirement is that the receiving process must be strict, with complete dossiers and minutes; clear content, clear responsibilities, clear deadlines; specifically identifying unfinished tasks and contingency plans.

Speaking at the Conference, Head of the Central Propaganda and Training Commission Trinh Van Quyet emphasized that the handover is a major political decision, within the consistent policy of the Party on arranging and streamlining the organizational structure according to Resolution No. 18-NQ/TW and Resolution of the 3rd Plenum of the 14th Central Committee: Bringing the strategic advisory apparatus on mass mobilization back to the right place closest to the people, closest to the people - the common home of the great national unity bloc.
According to Head of the Central Propaganda and Training Commission Trinh Van Quyet, the country is entering an era of reaching out, with unprecedented policies on organizational structure, on the two-level government model. The deeper the reform, the stronger the innovation, the more it must rely on the people, the more it must make the people understand, the people believe, the people agree and work together. Without the consensus of the People, no major policy can reach its destination. Therefore, the handover ceremony is precisely to make mass mobilization work stronger, closer to the people, and more substantive.

Strongly consolidate the close relationship between the Party and the People
Speaking at the Conference, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai affirmed that in the past time, the entire Party and the entire political system have been and are implementing a revolution in streamlining the organizational structure to ensure effective, efficient, and efficient operation. In the arrangement and arrangement, the Party Committee of the Vietnam Fatherland Front, central organizations and some new Party committees in the Central Government were established. From now on, the functions, tasks, staffing, and organization of the Party Committee of the Fatherland Front and central mass organizations will be supplemented and strengthened. Chairwoman Bui Thi Minh Hoai requested the leadership collective and all cadres, party members, civil servants, public employees, and laborers of the Party Committee of the Fatherland Front, central mass organizations, and cadres of the Central Propaganda and Training Commission to promote the spirit of solidarity, sharing, encouraging, helping, and supporting in each working position to successfully complete the assigned political tasks, not interrupting work because of the transfer.
On this occasion, Chairwoman Bui Thi Minh Hoai requested the Party Committee of the Fatherland Front and central mass organizations to urgently coordinate with the Central Organization Committee and relevant agencies to review and complete the Project to amend and supplement Decision No. 171-QD/TW dated May 2026 of the Politburo on the functions, tasks, and organizational structure of the Party Committee of the Fatherland Front and central mass organizations, and submit it to the Politburo for comments in September 2026 to have a political and legal basis for the organization and operation of the Party Committee after receiving new tasks.
Along with that, it is necessary to focus on completing the projects assigned by the Politburo and the Secretariat, including projects on mass mobilization work that have just been received, ensuring no interruption and completion on schedule and with the quality of assigned political tasks. In particular, it is necessary to urgently review to advise on amendments and supplements to the overall documents of the Party on mass mobilization work, and submit them to the Politburo and the Secretariat in the third quarter of 2026 according to the direction of the Secretariat.
