This is one of the contents in Conclusion No. 186-KL/TW of the Politburo and the Secretariat on the situation and results of the activities of the political system and local government at both levels.
In Conclusion No. 186-KL/TW, the Politburo and the Secretariat assigned the Party Committee of the Fatherland Front and Central organizations:
(i) Arrange mass organizations assigned by the Party and State at the central and provincial levels according to the direction of the Politburo and the Secretariat; on that basis, establish a corresponding and appropriate party organization for each socio-political organization and mass organization, ensuring the comprehensive leadership and direction role of the party organization for the socio-political organization according to Regulation No. 253-QD/TW and Regulation No. 255-QD/TW, dated January 24, 2025 of the Secretariat.
(ii) Preside over and coordinate with provincial and municipal Party committees to lead and direct the implementation of continuing to arrange and use the deputy level of heads of provincial and commune-level socio-political organizations and leaders of provincial departments and units in the direction of maintaining the number of deputy levels of existing provincial-level unions, departments and units, arranging the leadership of commune-level unions in accordance with conditions and standards, ensuring sufficient conditions and standards; after 5 years of implementation in accordance with the conclusions of the Politburo, the Secretariat and nationwide.
(iii) Guidelines for unifying the opening of accounts and issuance of budget relationship codes for socio-political organizations with their own seals and accounts according to regulations to facilitate the implementation of projects and projects chaired by the association and tasks of a special nature.
In Conclusion No. 186-KL/TW, the Politburo and the Secretariat agreed to let the Party Committees: Government Office, National Assembly Office, and Office of the President perform their functions, tasks, and organize the apparatus according to Regulation No. 253-QD/TW and Regulation No. 255-QD/TW, dated January 24, 2025 of the Secretariat, similar to the Party Committees of the Central Party Committees and branches where the activities of the Party Youth Union and Party Executive Committee end. Assign the Government Party Committee, the National Assembly Party Committee, and the Party Committees of Central Party agencies to lead and direct the improvement of the personnel of the executive committee, standing committee, secretary, and deputy secretary in accordance with the leadership structure and task requirements.
