Storm enters the East Sea on the night of September 22
On the evening of September 22, Mr. Nguyen Hoang Hiep, Deputy Minister of Agriculture and Environment chaired a meeting with ministries, branches and provinces on responding to storm No. 9 Ragasa.
Directing the meeting, the Deputy Minister of Agriculture and Environment emphasized that this is the strongest storm since the beginning of the year to enter the East Sea of our country.
Speaking at the meeting, Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting - said that as of 5:00 p.m. this afternoon, storm Ragasa is about 120 km from the East Sea. It is forecasted that on the night of September 22, the storm will enter the East Sea and become the ninth storm of the year. Currently, the storm is still maintaining a very strong intensity with an intensity of level 17, above level 17.
In the next 6 hours, the storm is forecast to remain at level 16, level 17, and show no signs of weakening.

According to Mr. Khiem, today and tomorrow are the periods when the storm reaches its strongest intensity.
Compared to the recent Typhoon Yagi, Typhoon No. 9 is assessed as equivalent to or stronger. However, after passing Luzon and moving north of the Gulf of Tonkin, the storm is likely to weaken, causing less dangerous impacts than Yagi.
From tomorrow morning to the morning of September 24, the East Sea area may have strong winds of level 15-17, ships operating at sea need to pay special attention.
On land, the area affected by the strongest wind is forecast to be Quang Ninh to Thanh Hoa, with winds of level 9-10, gusting to level 14. The most dangerous time lasts from the morning of September 25 to the night of the same day.
Regarding rainfall, the Northern and North Central regions are forecast to have common rainfall of 100-150 mm. In Thai Nguyen, Tuyen Quang, Lao Cai, Phu Tho, the Northern Delta, Thanh Hoa and Nghe An, the rainfall may reach 250 mm, locally up to 450 mm. The heavy rain will be concentrated from the night of September 24 to the end of September 26.
Update on the situation of reservoirs and dykes
Regarding the situation of reservoirs and inter-reservoirs in the Red River basin at 3:00 p.m. on September 22, the upstream water level of reservoirs is as follows: Son La 213.92m (lower than the normal water level (MNDBT) 1.08m); Hoa Binh: 111.05m (lower than MNDBT by 5.95m); Tuyen Quang: 117.43m (lower than MNDBT by 2.57m); Thach Ba: 57.52m (lower than MNDBT by 0.48m).
Regarding irrigation reservoirs, the North has 2,495 reservoirs, with an average storage capacity of 63-97% of the designed capacity; there are currently 137 damaged reservoirs; 53 reservoirs are being repaired, upgraded, and newly built.
The North Central region has 2,323 reservoirs, with a capacity of 80-88% of the designed capacity; currently there are 132 damaged reservoirs; 65 reservoirs under construction.
Regarding the situation of dykes, on the sea dykes and river dykes of the provinces from Quang Ninh to Hue, there are 62 key locations of weak dykes (Quang Ninh: 02, Hai Phong 08, Hung Yen: 09, Ninh Binh: 09, Thanh Hoa: 01, Ha Tinh: 15; Quang Tri: 14; Hue 04).
The sea dykes are currently designed to withstand storms of level 9-10, average tides of 5%; high risk of insecurity when storms are strong at level 10-11, gusting to level 13 (exceeding the design level). On the sea dykes and river dykes of provinces and cities from Quang Ninh to Hue, there are 05 unfinished works (Hai Phong: 02; Hung Yen: 01; Ninh Binh: 01; Hue: 01).
