Streamlining the apparatus is a revolution, that is the message General Secretary To Lam clearly stated in his closing speech at the Central Conference on the morning of November 25: "This is an especially important task, a revolution in streamlining the apparatus of the political system, requiring a very high level of unity in perception and action throughout the Party and the entire political system."

To successfully carry out this revolution, four things must be done well.

The first is to abolish redundant parts in the political system and administrative apparatus, to remove overlapping layers, obstacles, and waste of time for people and businesses. In reality, the creation of many agencies in the management apparatus only makes the system operate more slowly, cost more, and cause more trouble for people.

Second is to select talented and excellent people to serve in the administrative apparatus and political system. The modern reform apparatus requires human resources to operate, and people with poor capacity cannot do the job well. Using a team of talented cadres and civil servants requires high salaries, commensurate with their capacity, efforts and public service responsibilities.

Third, selecting talented people is not enough, they must have high qualities and ethics. A talented person who only seeks personal gain is more destructive than an ignorant person. Only by working with a spirit of service instead of a mentality of favoritism is one worthy of being a cadre or civil servant.

Fourth, we must drastically implement digital transformation, exploiting technology applications for management, quickly, accurately and transparently. Digital transformation to operate the apparatus with applications will modernize and improve the administrative system, minimizing corruption and negativity.

A successful revolution in streamlining the apparatus will contribute to effective anti-waste and anti-corruption work. The State does not have to spend 70% of its budget on salaries and regular expenses, and that resource can be used for investment in national development.

If the revolution to streamline the apparatus is successful, people and businesses will enjoy high-quality management products, a healthy administration with a team of civil servants serving with a spirit of service.

To successfully carry out the revolution, there must be sacrifices, the General Secretary emphasized: "The task of arranging and streamlining the organizational apparatus is very difficult, sensitive, and complicated, directly affecting each person in each organization. Therefore, it requires solidarity, high determination, courage, and even sacrifice of personal interests for the common good."

Retreating, giving up position to someone better, giving up personal interests for the common good, that is courage, that is sacrifice.
