In order to develop participants in Social Insurance (BHXH), Health Insurance (BHYT), Unemployment Insurance (BHTN) quickly and sustainably, and at the same time strictly manage revenue sources, prevent abuse, profiteering from funds and ensure the rights of participants, Vietnam Social Security has just requested Social Security agencies of provinces and cities to strengthen the review and rectification of the activities of organizations supporting the development of beneficiaries in the area.
The requirement is stated in Official Dispatch No. 3639/BHXH-QLT dated September 16, 2026. The focus is to ensure that all stages from selecting organizations, managing employees, collecting and paying money, using receipts to confirming contribution information of participants are carried out in accordance with regulations, transparently and can be checked and compared.
Tightening selection conditions, enhancing the responsibility of the Target Aid Organization
On June 5, 2026, Vietnam Social Security issued Decision No. 458/QD-BHXH on criteria, conditions and procedures for selecting organizations to support the development of social insurance, health insurance, and unemployment insurance beneficiaries. The new regulations set out specific requirements for legal status, financial responsibility, electronic contact and transaction conditions, personnel, location and scope of operation of support organizations.
According to Decision No. 458/QD-BHXH, employees directly performing activities to support the development of participants must be registered by the organization and certified by the social insurance agency according to regulations.
The organization is responsible for registering plans, targets for developing participants and scope of activities; the social insurance agency reviews dossiers and actual conditions before signing contracts or agreements according to regulations.
In Official Dispatch No. 3639/BHXH-QLT, Vietnam Social Security requests Social Security agencies of provinces and cities to continue to thoroughly grasp the above regulations to officials and organizations supporting the development of beneficiaries; and at the same time review and inspect activities in the area.
In case the organization operates ineffectively, does not properly implement the collection process or allows violations to occur, the social insurance agency must consider and handle according to the provisions of law and terminate and liquidate the contract according to regulations.
The implementation of procedures and nghiệp vụ of relevant officials and employees must also be strengthened for inspection to promptly detect, prevent and handle violations if any.
Collect correctly, pay fully, receipt clear, payment information must be confirmed
In order to ensure the rights of social insurance and health insurance participants, the collection of money but not issuing receipts; recording receipts that do not match the collected amount, at the wrong time of issuance; using receipts for the wrong purpose; losing or missing receipts must be prevented and strictly handled according to regulations.
Social insurance at all levels is responsible for regularly comparing and reviewing receipts of participants' money collection, ensuring that they match the collected amount with the information of participants; and at the same time closely monitoring the number of receipts issued to the Organization for Supporting the Development of Subjects.
Organizations are responsible for managing, preserving, storing, and periodically comparing receipts with social insurance agencies; when terminating a contract, they must compare and submit the full number of receipts issued according to regulations. Vietnam Social Security also requests to promote the deployment of using electronic receipts according to regulations.
For voluntary social insurance and health insurance contributions through support organizations, as soon as participants pay money, information about participants and the amount of contribution is updated on the management software system connected to the social insurance agency.
Participants are provided with information including full name, social insurance code, payment date, amount of contribution, type of participation, number of months of contribution and are guided to look up detailed information on the Vietnam Social Insurance Electronic Information Portal at baohiemxahoi.gov.vn.
Participants need to proactively check to protect their rights.
To ensure that voluntary social insurance and health insurance contributions through support organizations are safe and convenient, Vietnam Social Security reminds participants to choose organizations, collection points and staff operating in the network that have been contracted or certified by the social insurance agency according to regulations; when necessary, they can compare the public information of the local social insurance agency.
When paying money, participants need to receive and keep receipts and documents according to regulations; carefully check information about the payer, amount of money, time of payment, type and time of participation.
After paying, it is advisable to proactively look up the participation process and information on the amount of money recorded on the official channels of the social insurance agency; if differences are detected or have not been recorded, it is necessary to promptly report to the social insurance agency for inspection and handling.
The strengthening of review and rectification this time aims to standardize the operation of the network of organizations supporting subject development, ensuring that each contribution of participants is managed in accordance with regulations, fully and promptly recorded;
At the same time, improve the responsibility of social insurance agencies, support organizations and staff in the implementation process. Vietnam Social Security requests social insurance agencies in provinces and cities to seriously implement, thereby contributing to ensuring the legitimate rights and interests of social insurance and health insurance participants.
