At the invitation of the Russian Government, Deputy Prime Minister Bui Thanh Son led a Vietnamese Government delegation to work in Russia and attend the 8th "Russian Energy Week" Forum held in Moscow from October 15-17, 2025.
Speaking at the first plenary session of the Forum with the theme " Global Energy Market: Changing relations and balancing benefits", Deputy Prime Minister Bui Thanh Son assessed that the world today is suffering the impact of climate change and the depletion of natural resources, requiring the global energy sector to improve resource efficiency, promote research - application of science and technology, reduce emissions in exploitation, processing and use of traditional energy sources, develop new green, clean, high-efficiency energy sources.
The Deputy Prime Minister emphasized that energy plays an important role in both ensuring national energy security and at the same time serving sustainable socio-economic development; energy is not only a resource or simple fuel but is becoming the foundation of peace, development, fairness, energy of the future, energy for people.
Deputy Prime Minister Bui Thanh Son informed delegates about Vietnam's general goal to 2030, with a vision to 2045, which is to firmly ensure national energy security, provide adequate, stable, high-quality energy, reduce emissions for socio-economic development, ensure national defense and security, improve people's lives, and protect the ecological environment.
Deputy Prime Minister Bui Thanh Son also answered the issue that the delegates were interested in was the plan of the Vietnamese Government related to expanding infrastructure and improving technical capacity to receive LNG. The implementation and expansion of investment in LNG port infrastructure has been calculated and planned in sync with the progress of power plant projects.
Accordingly, Deputy Prime Minister Bui Thanh Son said that there will be about 10-14 LNG port warehousing clusters for corresponding gas power plants in all regions of Vietnam; investors in Vietnam's LNG and gas port warehouses are actively implementing and striving to put the plants into commercial operation in the period of 2028-2030. Vietnam welcomes investors exchanging and sharing experiences to improve the capacity to develop and operate LNG port infrastructure with Russian companies and other countries around the world.
At the plenary session, delegates agreed to assess that the energy sector is facing major challenges due to the complicated geopolitical situation, increased tensions in many areas leading to supply chain disruptions, consumption markets and supply sources are all affected and have many uncertainties. However, with the world's population increasing, possibly reaching 10 billion people by 2050, and the world economy expanding, the demand for energy will increase.
In addition to applying new technologies and increasing the use of renewable energy, the demand for traditional energy sources such as oil and gas continues to increase. In that context, delegates said that it is necessary to diversify supply and markets, ensure sustainable, stable supply and competitive prices as the best way to protect national interests as well as the interests of the global market.
