On October 22, the Government Office announced that Prime Minister Pham Minh Chinh - Head of the Steering Committee for key projects and national important projects in the railway sector - signed Decision No. 2329/QD-TTg dated October 21, 2025 on the completion of the members of this Steering Committee.
The decision to adjust the members of the Steering Committee for key projects and national important projects in the railway sector in Clause 3, Article 1 of Decision No. 609/QD-TTg dated March 15, 2025 of the Prime Minister is as follows:
Mr. Tran Duc Thang - Acting Minister of Agriculture and Environment, member of the Steering Committee, replaces Mr. Do Duc Duy.
Mr. Nguyen Minh Vu - Permanent Deputy Minister of Foreign Affairs, Member of the Steering Committee, replaces Deputy Minister of Foreign Affairs Nguyen Minh Hang.
Mr. Nguyen Van Phuc - Deputy Minister of Education and Training, Member of the Steering Committee, replaces Mr. Hoang Minh Son.
Mr. Nguyen Ngoc Canh - Deputy Governor of the State Bank, member of the Steering Committee, replacing Mr. Dao Minh Tu, has retired.
This decision takes effect from the date of signing (October 21, 2025).
The Steering Committee for key national projects and projects in the railway sector has the task and authority to assist the Prime Minister in researching and proposing to the Prime Minister directions and solutions to solve important, inter-sectoral problems to speed up the implementation of important national projects in the railway sector:
The high-speed railway project on the North-South axis; the Lao Cai - Hanoi - Hai Phong, Hanoi - Lang Son, Mong Cai - Ha Long railway lines (Quang Ninh) and urban railway projects in Hanoi and Ho Chi Minh City (abbreviated as projects).
At the same time, direct, inspect, coordinate and urge relevant ministries, branches and localities to carry out tasks on construction investment in accordance with the Resolutions of the National Assembly and the Government for the projects.
The Ministry of Construction is the standing agency of the Steering Committee, developing the Working Regulations of the Steering Committee to submit to the Head of the Steering Committee for signing and promulgating; assisting the Head of the Steering Committee in developing plans and work programs of the Steering Committee; preparing documents, reports and draft notices of the conclusions of regular or ad hoc meetings of the Steering Committee; synthesizing and reporting on general activities of the Steering Committee and performing a number of other tasks assigned by the Head.
