The Ministry of National Defense is seeking opinions on an individual proposed to be considered for the title of Hero of the People's Armed Forces.
Accordingly, implementing the reward consideration process prescribed in Clause 2, Article 44 of Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government on decentralization and delegation of authority in the field of emulation and reward; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation, the Ministry of National Defense's Electronic Information Portal publicly posted an individual proposed to be conferred the title of Hero of the Armed Forces to collect opinions from organizations and individuals.
The person whose opinion was collected was Major General Pham Van Ty - Deputy Director of the Department of Rescue - Relief, General Staff of the Vietnam People's Army. The time for collecting opinions is from October 6 to October 17, 2025.
Major General Pham Van Ty has many years of experience in rescue work, and has directly commanded two Vietnamese military groups participating in international rescue in Turkey in 2023 and Myanmar in 2025.
In February 2023, Major General Ty led a group of 76 soldiers to participate in rescue in Turkey after a 7.8-magnitude earthquake that killed more than 43,500 people. During 10 days of duty in Hatay province, the team searched over 31 locations, discovered 15 buried victims, handed over to rescue forces and brought out 28 victims' bodies.
Two years later, in March 2025, Major General Pham Van Ty continued to command a group of 80 soldiers to Myanmar to rescue after a 7.7 earthquake that killed more than 3,000 people. The group promptly used sniffer dogs and specialized equipment to search and detect 32 locations with victims, and directly organized searches at 20 locations, handing over 12 locations to the group.
