The People's Committee of Bac Ninh province has just issued an official dispatch on considering the proposal to deploy the KPI system in assessing the work efficiency of local cadres, civil servants and public employees.
The official dispatch sent to the Department of Science and Technology and the Department of Home Affairs stated that the People's Committee of Bac Ninh province received a proposal from B.M Vietnam Joint Stock Company in a document dated July 14, 2025 on implementing the KPI system in assessing the work efficiency of local cadres, civil servants and public employees.
The Chairman of the People's Committee of Bac Ninh province assigned the Department of Science and Technology to preside over and coordinate with the Department of Home Affairs and relevant agencies to consider and propose the implementation of the KPI system in assessing the work efficiency of cadres, civil servants and public employees in the locality of B.M Vietnam Joint Stock Company; advise on proposals and report to the Chairman of the Provincial People's Committee before July 31, 2025.
The Law on Cadres and Civil Servants (amended) takes effect from July 1, 2025, which stipulates and evaluates civil servants based on results and products according to job positions; the level of job requirements and public ethics.
The work results will be measured by quantity, quality and product progress (Key Perfomance indicator - KPI).
Mr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs assessed that in reality, the assessment of cadres, civil servants and public employees has long been heavily formal.
"Every year, there is a year-end assessment, everyone completes their tasks well, even excellently. Meanwhile, the reality of work does not accurately reflect that.
The main cause is the fear of pockets, avoiding, and being afraid of collisions. Leaders are hesitant to evaluate subordinates because they are worried about affecting working relationships or being phancted" - Mr. Nguyen Tien Dinh said.
The former Deputy Minister of Home Affairs said that businesses use KPI to evaluate the work efficiency of employees, so public authorities can do the same. If each cadre has clear targets and transparent supervision, there will be no longer a situation of dealing with or being irresponsible.
Khanh Hoa province is a pioneer in applying the work efficiency assessment (KPI) system for cadres, civil servants and public employees across the province.
According to Mr. Nghiem Xuan Thanh - Secretary of Khanh Hoa Provincial Party Committee, the implementation of work efficiency measurement and assessment software (KPI) for cadres, civil servants and public employees is a breakthrough to improve the quality of operations of the local government apparatus.
