On October 24, the National Assembly held a separate meeting on personnel work under the executive chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man.
At the meeting, the National Assembly passed a Resolution on the dismissal of Mr. Tran Van Thuc as a National Assembly delegate of the 15th tenure by electronic voting.
As a result, 422 delegates participated in the vote (equal to 89.03% of the total number of National Assembly delegates); of which, 422 delegates approved (equal to 89.03% of the total number of National Assembly delegates).
Previously, on September 15, the General Secretary and Head of the National Assembly Office issued a document informing the National Assembly Standing Committee to agree to allow the prosecution, temporary detention, search and temporary suspension of the performance of duties and powers of the 15th National Assembly delegate on Mr. Tran Van Thuc.
Accordingly, on September 13, 2025, based on the provisions of law, the National Assembly Standing Committee issued Resolution No. 1825/NQ-UBTVQH15 agreeing with the proposal of the Chief Prosecutor of the Supreme People's Procuracy on the prosecution, temporary detention, and search of Mr. Tran Van Thuc - a delegate of the 15th National Assembly according to the provisions of law.
At the same time, the performance of duties and powers of National Assembly deputies for Mr. Tran Van Thuc, a delegate of the 15th National Assembly, was temporarily suspended from the date of the decision to prosecute the accused.
Mr. Tran Van Thuc was born in 1969, from Hoang Quy commune, the old Hoang Hoa district, Thanh Hoa province.
He was a lecturer at Vinh University (Nghe An), then held the following positions: Vice Principal and then Principal of Thanh Hoa University of Culture - Sports and Tourism; Deputy Director, then Director of the Department of Education and Training of Thanh Hoa province.
In March 2025, Mr. Tran Van Thuc was assigned to hold the position of Deputy Head of the Propaganda and Mass Mobilization Department of the Thanh Hoa Provincial Party Committee.
Previously, the Investigation Police Agency of Thanh Hoa Provincial Police issued a decision to prosecute the accused and an order to temporarily detain Mr. Tran Van Thuc. Mr. Thuc was prosecuted for the crime of "Forgery in work", stipulated in Article 359 of the Penal Code.
During Mr. Thuc's tenure as Director of the Department of Education and Training of Thanh Hoa province, many teachers and principals were prosecuted for violations in the work of enrolling students in grade 10 at a number of schools in the area.
