On November 8, according to the Communist Party of Vietnam Electronic Information Portal, on behalf of the Politburo, General Secretary To Lam signed and issued Conclusion No. 203-KL/TW dated November 4, 2025 on continuing to focus on implementing tasks and solutions to ensure the highest implementation of the growth target for 2025, creating a solid momentum for sustainable double-digit growth in the coming period and summarizing Resolution No. 05-NQ/TW, dated November 1, 2016 of the 12th Party Central Committee.
The Conclusion stated that in recent times, the Party Central Committee, the Politburo, and the Secretariat have issued many resolutions, conclusions, and directives to create breakthroughs in development in various fields, especially the requirement to promote rapid and sustainable growth in the new development stage of the country.
However, the growth requirements for 2025 and the 2026 - 2030 period are very high, posing many difficulties and challenges, requiring very methodical and fundamental preparation, but also very urgent, unlikely to delay, do not miss the opportunity to complete the goals of the 13th National Congress of the Party and successfully implement the two strategic development goals of the country by 2030 and 2045.
From the above situation, the Politburo requested to immediately focus on directing the completion of preparation steps for: Markets, financial institutions, operating currencies (international Financial Center; Digital asset exchange; Gold exchange...). Starting construction of a number of important national projects in the fields of transportation, energy, infrastructure and projects using large public investment capital (North - South Expressway Project in the East; Ninh Thuan Nuclear Power Plant Project; International Railway Project...) from the beginning of 2026.
The Conclusion also clearly states the assignment of the Central Committee for Policy and Strategy to continue to provide summary guidance from Resolution No. 05-NQ/TW, dated November 1, 2016 of the 12th Party Central Committee in accordance with each locality, agency, and unit; draft Resolution of the 14th Party Central Committee on strategic solutions to promote economic growth in the "2 digits"; develop an Action Program to implement the Resolution with specific projects and plans in all fields, submit to the 3rd Conference of the 14th Party Central Committee (in case of completion ahead of schedule, it can be submitted to the 2nd Conference of the 14th Party Central Committee).
Assign Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations from now until the Party Central Committee issues a new Resolution on growth to continue to thoroughly grasp, urgently institutionalize, organize the implementation of the Party's Party's Party committees, conclusions, and directives in a complete and effective manner, focusing on Conclusion No. 199-KL/TW, dated October 10, 2025 of the 13th Central Conference on socio-economics in 2025 - 2026, the Resolutions of the Politburo (No. 57, 59, 66, 68, 70, 71, 72 and a number of resolutions issued in the coming time), conclusions and opinions of the Central Committee, the 13th Politburo on the orientation to direct the review, review and remove difficulties and obstacles for economic development associated with strong application of science and technology, promote digital innovation and innovation. Proactively review, update, and adjust plans, action programs, and projects to implement the Party's resolutions, conclusions, and directives to ensure accuracy, people, work, resources, progress, and responsibilities.
The Conclusion also clearly states the assignment of the 14th National Party Congress Documents Subcommittee to study and filter the content of the Project to supplement and complete the draft of the 14th National Party Congress Documents, especially the contents on socio-economic development, ensuring unity and synchronization.
