The Ministry of Home Affairs is seeking opinions on the draft Law on Organization of Local Government (MO ago) amendment. The draft law is expected to be submitted to the National Assembly at the upcoming 9th session.
One of the notable points in the draft Law is to amend regulations related to the determination of tasks and powers of provincial and grassroots trade unions; promote decentralization and delegation between the Central and local levels and between provincial and grassroots trade unions.

The provincial level focuses on issuing mechanisms, policies, strategies, planning, and macro management of issues of inter-regional and inter-based nature, beyond the settlement capacity of the facility, requiring in-depth expertise and ensuring consistency at the whole provincial level.

The Ministry of Home Affairs said that in order to consistently implement the principle of "locality decides, locality does, locality is responsible," in addition to the tasks and powers of provincial-level grassroots trade unions according to current regulations, the draft Law has added a number of provisions to promote decentralization from the central level to provincial-level grassroots trade unions, especially in promulgating mechanisms, policies, planning areas, finance, budget, investment... of the locality.
