On September 2, the Government Office announced that it had just issued Document No. 8170/VPCP-NN conveying the direction of Prime Minister Pham Minh Chinh to handle press and public information on the issue of operating two-level local governments in Ho Chi Minh City (HCMC).
Previously, the Government Electronic Information Portal reported on information, press and public opinion related to the direction and operation of No. 778/2025/TTDT dated August 23, 2025, including press information reflecting on the issue of operating local government at both levels in Ho Chi Minh City.
According to the press, after nearly 2 months of implementing the 2-level local government model, Ho Chi Minh City has achieved some positive results, but there are still difficulties that need to be further resolved.
One of the outstanding difficulties is the organization of the apparatus and personnel arrangement at the commune level not meeting the requirements of workload in the new context, leading to situations such as overloading work, difficulty in ensuring quality and progress, shortage of reserve resources when civil servants are on leave, sick or participate in training, fostering...; the small number of leadership personnel limiting management, operation and consulting work.
After the People's Committees at the district level ended their operations, the Urban Order Management Teams under the old district level ceased to operate.
At the same time, the Inspectorate of the Department of Construction also reorganized, leading to the situation where wards, communes and special zones currently do not have specialized forces to carry out the task of inspecting, supervising and handling violations related to urban order and construction.
Regarding the above issue, Prime Minister Pham Minh Chinh assigned the Minister of Home Affairs to study and promptly propose to the Government for consideration and decision at the most recent meeting of the Government on assessing the situation, progress, and results of the implementation of the arrangement of the apparatus, administrative units and operation of the 2-level local government organization model.
