The Ministry of Home Affairs responds to salary raising with people who want to retire early

Regular salary raising regime with cadres, civil servants and public employees is stated in Circular No. 08/2013 (amended and supplemented in Circular No. 03/2021).

It is expected that on November 1, 2025, Mr. Le Van Binh (the name of the character was changed) in Quang Ngai was considered to raise the regular salary level as prescribed by the State.

Currently, Mr. Binh is eligible for retirement before age as prescribed in Decree No. 178/2024/ND-CP.

Mr. Binh had a voluntary application to retire before his age on 1.5.2025. "Please ask before retiring before my age, can I consider raising your salary regularly?" - Mr. Binh wondered.

Regarding the reflection, the petition of Mr. Le Van Binh, Ministry of Home Affairs has responded to the web portal.

According to the Ministry of Home Affairs, the regular salary raising regime for officials, public servants, officials and employees shall comply with Article 2 of Circular No. 08/2013/TT-BNV of July 31, 2013 of the Minister of Home Affairs (amended and supplemented in Article 1 of Circular No. 03/2021/TT-BNV of June 29, 2021).

Accordingly, the case of Mr. Binh if the competent authority decides to retire before the age as prescribed in Decree No. 178/2024/ND-CP of December 31, 2024 of the Government (amended and supplemented in Decree No. 67/2025/ND-CP of March 15, 2025 of the Government) after November 1, 2025, they are subject to frequent salary raising as prescribed above;

If the competent authority decides him to retire before the age, but before November 1, 2025, it is not subject to the considers to raise the salary level regularly (not eligible for the time to keep the ranks in the rank, the title of the job of public employees).

The organization of the implementation of policies for cadres, civil servants and public employees in Quang Ngai province is under the authority of the provincial People's Committee.

Therefore, the Ministry of Home Affairs has asked him to contact the management agency of cadres, civil servants and officials of Quang Ngai province (Department of Home Affairs) for answers.
