The Prime Minister requested the arrangement of enough civil servants in the fields of planning, land, construction, housing, real estate, etc. to avoid administrative procedures being delayed.

This is the content stated in Official Dispatch No. 190/CD-TTg dated October 7, 2025 of Prime Minister Pham Minh Chinh on the drastic implementation of solutions to increase supply, reduce housing and real estate prices, and stabilize the market.

The Prime Minister requested large cities, key areas such as Hanoi, Hai Phong, Ho Chi Minh City, Da Nang, Hue, Can Tho and provinces and cities with many industrial parks... to focus on prioritizing land funds according to the plan to implement social housing projects, commercial housing at suitable prices.

This is to increase the supply of products suitable for people's income, synthesize the situation, propose breakthrough solutions to promote the development of social housing, and send to the Ministry of Construction on October 10, 2025.

Chairmen of People's Committees of provinces and cities immediately reduce and reform administrative procedures; arrange a sufficient number of civil servants, ensure effective implementation of assigned functions and tasks in the fields of planning, land, construction, housing, real estate, investment, ... to avoid stagnation in handling administrative procedures due to lack of human resources.

Urgently plan and publicize projects, new urban areas, housing projects, especially social housing projects in the area; at the same time, strengthen inspection and supervision of real estate brokerage activities in the area to prevent " spreading rumors" and "chaotic" the market.

Localities focus on directing and promoting the implementation of projects, completing social housing targets assigned by the Prime Minister on schedule, setting the highest target of completing social housing targets assigned to urge and implement.

The head of the Government emphasized the spirit of "only discussing work, not retreating", taking responsibility to the Government and the Prime Minister for the results of social housing development in the area.

Urgently review the organization of the Steering Committees (provincial level) on the housing and real estate market sector in the direction of arranging and merging into a Steering Committee on housing policies and real estate markets of the province.

Ensure synchronous and consistent management work from the central to local levels; direct research and development of social housing models suitable to specific local conditions.

Urgently direct relevant units to review, organize the preparation and announcement of project information and locations of planned land for investment in the construction of social housing.

Implement the public announcement and selection of investors according to the provisions of Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly and Resolution No. 155/NQ-CP dated June 1, 2025, Decree No. 192/2025/ND-CP dated May 29, 2025 of the Government.

Strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas to invest in social housing development according to law.
