According to the Ministry of Home Affairs, in cases where cadres, civil servants and public employees have voluntary resignation applications, they must also be assessed and reviewed according to the criteria.

In Official Dispatch 1814 guiding the implementation of Decree No. 178/2024 and Decree No. 67/2025 of the Government, the Ministry of Home Affairs clearly stated the criteria for evaluating cadres, civil servants, public employees and workers.

According to the Ministry of Home Affairs, Decree 178/2024 (amended and supplemented by Decree 67/2025) has issued general principles and criteria to serve as a basis for unified application to ministries, branches and localities.

Based on the characteristics of the situation and implementation of each ministry, branch and locality, ministries, branches and localities will develop specific criteria to apply to cadres, civil servants, public employees and workers under their management.

"For cases where there is a voluntary resignation letter, it is also necessary to conduct a review assessment according to criteria to determine the subjects of retirement according to the provisions of Decree 178/2024 (amended and supplemented in Decree 67/2025)" - the document clearly stated.

Regarding the determination of current monthly salary to calculate allowances, the Ministry of Home Affairs said that Clause 6, Article 5 of Decree No. 178/2024 (amended and supplemented in Clause 3, Article 1 of Decree No. 67/2025) and Point a, Clause 2, Article 3 of Circular No. 01/2025 (amended and supplemented in Clause 3, Article 1 of Circular No. 02/2025) clearly stipulate current salary and allowances to calculate current monthly salary to calculate policies and regimes prescribed in Decree No. 178/2024 (amended and supplemented in Clause 3, Article 1 of Decree No. 67/2025).

Accordingly, other allowances (work responsibility allowance, toxic and dangerous allowance, regional allowance, attraction allowance, Party Committee responsibility allowance, chief accountant responsibility allowance, etc.) are not included in the current monthly salary.

Pursuant to the provisions of Article 11 of Decree No. 178/2024 and Clause 6, Article 5 of Decree No. 178/2024 (amended and supplemented in Clause 3, Article 1 of Decree No. 67/2025), the retained leadership position allowance is included in the current monthly salary.

The Ministry of Home Affairs for example: Mr. Nguyen Van A, a civil servant, ranked at level 4, salary coefficient 5.42 of the main specialist rank, is entitled to the following allowances: Leadership position allowance 0.4; public service allowance 25%, responsibility allowance at the Party Committee level 0.3; regional allowance 0.2.

Mr. A's current monthly salary is calculated based on the following allowances: leadership allowance of 0.4; public service allowance of 25% is 17,023,500 VND/month (committee responsibility allowance of 0.4, regional allowance of 0.2 is not included in the current monthly salary).

For cases of unpaid leave or sick leave, the current monthly salary is the salary of the month immediately preceding the month before unpaid leave or sick leave.

In particular, the basic salary is calculated on the salary level of the month immediately preceding the month of leave according to Decree No. 178/2024 (amended and supplemented in Clause 3, Article 1 of Decree No. 67/2025).

For example: Mr. Nguyen Van B, a civil servant (ranked 3rd with a coefficient of 3.00 in the specialist rank) applied for unpaid leave from 1.6.2024 (basic salary is 1,800,000 VND/month).

Mr. B applied for resignation from April 1, 2025 because the agency directly implemented the organizational arrangement and was approved by the competent authority.

The current monthly salary to calculate Mr. B's policies and regimes is calculated on the salary coefficient of 3.00 for specialists from May 2024, the basic salary is calculated on the basic salary of March 2025 of VND 2,340,000/month.

Mr. B's current monthly salary to calculate policies and regimes is 7,020,000 VND/month.
