Completing the legal framework, promoting high-tech development
On the morning of October 31, 2025, the National Assembly listened to the Submission and Report on the review of the draft Law on High Technology (amended).
The draft Law on High Technology (amended) consists of 6 chapters and 27 articles, reducing 8 chapters and having changes in structure and form compared to the current Law on High Technology. Scope of regulation on high-tech activities, policies and measures to encourage and promote high-tech activities.

The 6 policy groups of the draft include: Completing the concept and criteria on high technology; Redesealing the system of policies and beneficiaries of priority, incentive and investment support policies; Encouraging the development of a high-tech ecosystem; supplementing regulations on models of high-tech zones and high-tech urban areas; supplementing and perfecting state management regulations on high technology, management mechanisms, inspection, supervision and evaluation of efficiency; supplementing regulations on requirements for comprehensive digital transformation of high-tech activities.
According to the submission, the high-tech city (tech city, smart tech zone) is developed on the basis of a high-tech zone as a core, with synchronous technical and social infrastructure, modern management mechanisms, creating a favorable space for research, production, technology transfer and formation of a high-quality living, working and creative environment...
Organizations and individuals in high-tech cities are given priority to participate in science, technology and innovation programs, as well as pilot projects with control over new strategic technology, products or policies.
The planning, construction and management of high-tech urban areas still comply with urban laws.
Minister Nguyen Manh Hung said that the bill completes the state management mechanism for high technology, requiring comprehensive digital transformation in management, inspection, supervision and evaluation of efficiency. The draft is being developed in the direction of simplifying procedures, increasing post-inspections, and encouraging non-budgetary investment for high-tech activities.
"Management thinking will change towards effective management, not process management" - the Minister said.
Reporting on the review of the draft Law on High Technology (amended), Chairman of the Committee for Science, Technology and Environment Nguyen Thanh Hai commented: The Committee basically agreed with the necessity of promulgating the draft Law in a shortened order and procedure.

The content of the draft Basic Law is consistent with the Party's policies, ensuring constitutionality, legality, unity with the legal system, and compatible with relevant international treaties. However, it is recommended that the drafting agency continue to review and compare the provisions in the draft Law with other relevant laws to ensure consistency and unity in the legal system.
Regarding high-tech urban areas, the inspection agency said that this is a new model in Vietnam, but it is already available in some countries in the world with quite diverse scale, forms and management methods.
To ensure feasibility, suitability and avoid policy profiteering, it is recommended to consider adding regulations on the percentage of area between urban areas and high-tech parks of the project; ownership of housing in CNC urban areas of experts, scientists, workers, etc., or only use it under the public housing regime, etc.
