This afternoon, December 4, the National Assembly discussed in groups the draft Law on the Special Court at the International Financial Center and the draft Resolution of the National Assembly on mechanisms and policies for national energy development in the period of 2026 - 2030.
The delegates basically agreed on the necessity of issuing a Resolution of the National Assembly on mechanisms and policies for national energy development. Because the current demand for electricity for national development is extremely high.
Giving his opinion at the discussion session, Politburo member and National Assembly Chairman Tran Thanh Man stated that the Politburo recently issued Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045.
According to the National Assembly Chairman, energy is currently the most important requirement for our country in calling for investors, developing the socio-economy, and ensuring national defense and security.
The National Assembly Chairman said that any investor in our country raises the issue of whether there is enough electricity for production. Therefore, to have enough electricity, there must be development mechanisms and policies.
Recently, the National Assembly has decided to restart the construction of nuclear power plants; hydropower, solar power, wind power projects... have also been developed but have not met the requirements of industrialization and modernization of the country.
Therefore, after the Politburo issued Resolution 70, the Government submitted to the National Assembly to issue a Resolution on mechanisms and policies for national energy development, stipulating principles, policies, specific and outstanding mechanisms for national energy development.
The National Assembly Chairman also noted that this Resolution is not to remove difficulties but to look towards the future to have synchronous solutions according to Resolution 70.
Discussing this issue, delegate Tran Quoc Tuan (Vinh Long National Assembly delegation) emphasized that the issuance of the Resolution will contribute to removing many institutional obstacles, especially in the development of offshore wind power - an energy source that can contribute significantly to GDP growth and the goal of carbon neutrality by 2050.
Also at the discussion to comment on the draft Law on the specialized Court at the International Financial Center, National Assembly Chairman Tran Thanh Man said that when we decided to establish an international financial center, "the rules of the game are international".
If there is no strong action, investors will not come, will not be able to attract capital, and if there is no investment, the establishment of a Center will not be effective.
Therefore, according to the National Assembly Chairman, the mechanisms for this Center must be superior, including the specialized court mechanism. This Court is still under the guidance of the Supreme People's Court but must operate according to international practices.
