Continue to increase basic salary when building a new salary table
On December 17, according to the Government Electronic Information Portal, this information was made by Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh at the meeting with voters of Vo Cuong ward, Bac Ninh after the 10th Session of the 15th National Assembly.
At this conference, the Permanent Deputy Prime Minister said that regarding the salary issue of commune-level cadres and civil servants, mechanisms and policies are currently being actively supplemented and perfected. While there is no new salary table, in 2026, the state will continue to adjust the policy of increasing basic salary.
Salary reform, pension adjustment, social insurance benefits, preferential benefits for meritorious people and social benefits are the contents clearly stated by the Politburo in Conclusion No. 83-KL/TW dated June 21, 2024.
In this conclusion, the Politburo assigned the Central Economic Commission (now the Central Policy and Strategy Commission) to coordinate with the Party Committee of the Ministry of Home Affairs and relevant departments, ministries and branches to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
The Ministry of Home Affairs will preside over and coordinate with relevant ministries and agencies to study appropriateness, feasibility and propose new salary, allowance and bonus regimes.
In particular, there is a salary and income policy for cadres, civil servants, and public employees working at agencies and units under local governments at 2 levels, ensuring compliance with Party regulations, legal regulations, and state budget capacity.
Currently developing a comprehensive salary reform project
According to information from the Ministry of Home Affairs, the agency has so far submitted to the Politburo a draft salary and allowance regime (positions, areas, characteristics) for cadres, civil servants, and public employees after implementing the organizational arrangement and organizing the implementation of the 2-level local government model; according to the deadline assigned by Prime Minister Pham Minh Chinh, which is before December 15, 2025.
Regarding the latest progress of salary policy reform, informed at the 10th Session of the 15th National Assembly that just ended, Deputy Prime Minister Pham Thi Thanh Tra said that, thoroughly grasping the conclusions of the Politburo, the Government is developing a comprehensive project on salary policy reform. According to the plan, the Central Steering Committee will preside over the re-evaluation of Resolution 27 and report to the Central Committee in the first quarter of 2026.
On that basis, a specific salary reform plan will be developed with a suitable roadmap and steps. This reform must be placed in the context of administrative reform, associated with economic growth and the payment capacity of the state budget.
"Therefore, this cannot be done immediately but needs to be prepared carefully, cautiously and systematically," said Deputy Prime Minister Pham Thi Thanh Tra.
Report on the increase in basic salary in 2026
Responding to the petition of voters in Hung Yen province sent before the 10th Session of the 15th National Assembly, Minister of Home Affairs Do Thanh Binh said that in order to improve the lives of cadres, civil servants, public employees, and workers, the Ministry of Home Affairs will coordinate with the Ministry of Finance and relevant ministries and agencies to continue reporting to competent authorities for consideration and decision to increase the basic salary in 2026.
