Minister of Home Affairs Pham Thi Thanh Tra - Standing Deputy Head of Steering Committee on arranging administrative units at all levels and building a model of organization of local government 2 levels - has just signed Official Letter No. 03 to the provincial Party Committee, City Party Committee, People's Committee and City on orienting a number of tasks in arranging administrative units.
Accordingly, the Steering Committee on arrangement of administrative units stipulates that 100% of the existing district -level payroll transfer to the commune level, in addition to strengthening provincial cadres, civil servants and officials to the commune level.
The Steering Committee requests the immediate maintenance of the number of officials and civil servants of the existing district and commune levels. Agencies and units review and streamline payroll associated with restructuring, improving the quality of the team that meets the task requirements within 5 years.
The expected average payroll of each commune level is about 32 payrolls (excluding party and union groups).
Regarding the staffing of public non -business units under the guidance of the ministry of branches, fields and localities responsible for allocating payroll criteria of salaries from the budget among the total payroll assigned by competent authorities.
With a commune -level administrative unit (not arranged), the locality based on the actual conditions to consider the decision of the number of specialized agencies under the People's Committee accordingly or not organizing specialized departments according to the general guidance (except for the Board of the People's Council with existing), but assigning professional officials to directly take on job positions to perform the functions and duties of local authorities at the new commune level.
With the commune -level administrative unit does not arrange, the number of payrolls each commune does not exceed 40 cadres and civil servants, which focus on civil servants directly in charge of the fields of Party building, the Vietnam Fatherland Front work and socio -political organizations and government work.
