On the morning of February 23, Ho Chi Minh City National University held a ceremony to celebrate its 30th anniversary (1995 - 2025). The ceremony was attended by Prime Minister Pham Minh Chinh.
Also attending the ceremony were former President Nguyen Minh Triet, former President Truong Tan Sang, former Vice President Dang Thi Ngoc Thinh, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen and leaders of central and local ministries and branches.


Speaking at the ceremony, Prime Minister Pham Minh Chinh said that the decision to establish Hanoi National University (late 1993) and Ho Chi Minh City National University ( begun 1995) is considered a breakthrough solution to integrate the resources that are scattered in many single-cultural schools into a large university with the mission of nurturing talent and training high-quality human resources.
"I am very happy to see that over the past 30 years, Ho Chi Minh City National University has continuously developed, achieved important achievements, affirming its role as one of the leading higher education institutions in the country," said Prime Minister Pham Minh Chinh.
However, Prime Minister Pham Minh Chinh said that to achieve the goal of "Developing Ho Chi Minh City National University in the direction of focusing on achieving advanced qualifications, belonging to the top group in Asia", ministries, branches and localities need to pay attention to a number of contents.
Focus on organizing the implementation of Conclusion 91 of the Politburo, ensuring effectiveness and practicality. Continue to care for the cause of education and training with the motto "Taking students as the center, the subject - Teachers as the driving force - Schools as the support - Family as the fulcrum - Society as the foundation".
Promote autonomy associated with improving the quality of university training in a practical, in-depth manner, associated with the responsibility of explaining, publicizing, and transparency.
Invest in improving potential, perfecting regulations related to scientific research and innovation in higher education institutions in the direction of facilitating, removing bottlenecks and barriers, taking into account the specific characteristics of delays and risks in scientific research and innovation.

For Ho Chi Minh City National University, the Prime Minister suggested that efforts should be made to strive for Ho Chi Minh City National University to be in the group of top 100 higher education institutions in Asia by 2030.
At the same time, focus on building and operating a university governance model on a digital platform, ensuring university autonomy, promoting the strength of the interdisciplinary and multi-disciplinary university system; developing into a leading educational - scientific - technological ecosystem in Vietnam, playing the role of one of the important pillars, being a pioneer in the country in implementing Conclusion No. 91, Resolution No. 57 of the Politburo and other resolutions of the Central, the Government, the education and training sector....
And to achieve the above goals, Prime Minister Pham Minh Chinh suggested that the Ministry of Education and Training preside over and coordinate with relevant ministries, agencies and two national universities to urgently review, complete and agree on a plan to submit to the Government for promulgation of a Decree on National Universities.
In particular, clarifying and granting high autonomy; having outstanding mechanisms and policies on attracting talent, recruiting lecturers and scientists graduating from the world's leading universities; effectively attracting investment resources from international and domestic organizations...
"The People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province will coordinate with relevant ministries and agencies to support the National University of Ho Chi Minh City to immediately remove difficulties in finance, planning, compensation for site clearance, administrative procedures... to complete phase 2 of the Ho Chi Minh City National University Urban Area of more than 640 hectares", Prime Minister Pham Minh Chinh emphasized.
