The Ministry of Home Affairs is seeking opinions and social feedback on the draft Decree amending and supplementing a number of articles of Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, laborers and salaried earners in the armed forces working in areas with particularly difficult socio-economic conditions.
Contributing opinions to the draft Decree, Quang Ngai province proposed to supplement the content in Article 4 of the draft Decree as follows: In case cadres, civil servants, public employees, and armed forces have worked in areas with particularly difficult socio-economic conditions and have enjoyed the attraction allowance policy for 60 months and have transferred to work outside this region. However, due to work requirements, cadres who are decided by competent authorities to be transferred, rotated, and assigned to continue to work in areas with particularly difficult socio-economic conditions, ethnic minority and mountainous areas will continue to enjoy the attraction allowance policy according to this Decree during the time of being transferred, rotated, and assigned.
The reason given by the province is that in practice, there are many cases that have had enough time to enjoy the attraction allowance according to regulations (60 months), then according to the requirements of arranging the organizational structure, they are transferred and strengthened to other difficult areas but are not eligible to continue to enjoy the attraction allowance, leading to many limitations in living and working conditions.
The addition of the above regulations will contribute to encouraging and motivating the contingent of cadres, civil servants, public employees, and armed forces to feel secure in receiving tasks when they are mobilized, rotated, and assigned to particularly difficult areas, especially ethnic minority and mountainous areas.
Similarly, Dien Bien province, the Ministry of National Defense said that it proposed that the Ministry of Home Affairs study and consider amending this in the direction of not controlling the time to enjoy the attraction policy (5 years) but applying the attraction policy to civil servants and public employees throughout their working time in areas with particularly difficult socio-economic conditions in border, sea and island areas; Extending the time to enjoy attraction allowances for cadres, civil servants and public employees working in particularly difficult areas when communes in this area are recognized as meeting new rural standards.
Responding to the above proposal, the Ministry of Home Affairs proposed to temporarily maintain the time to enjoy allowances; the arrangement of allowances and subsidies and adjustment to increase the time to enjoy attraction allowances will be summarized to report to the Politburo and the Secretariat for comments before submitting to the 5th Plenum of the 14th Central Committee in 2027 (Document No. 3426-CV/VPTW dated June 30, 2026 of the Party Central Committee Office).
