On September 30, according to information from the Ministry of Home Affairs, in the fourth quarter of 2024, Minister of Home Affairs Pham Thi Thanh Tra requested heads of units, based on assigned functions and tasks, to focus and make efforts to complete 144 tasks, of which 29 tasks are pending from the third quarter of 2024 and 115 tasks with deadlines to be submitted in the fourth quarter of 2024; in October 2024 alone, they must focus on completing 56 tasks assigned by competent authorities.
In particular, focus and prioritize resources to build and perfect the internal affairs sector's policies and institutions in the fourth quarter of 2024 to complete the tasks of 2024, including: Completing 4 dossiers proposing to build the Law on Government Organization, Law on Local Government Organization, Law on Cadres, Civil Servants, and Law on Public Employees. Submit to the Government and Prime Minister to issue 9 Decrees; submit to the Minister to issue 8 Circulars.
Units under the Ministry focus on carefully preparing documents and files for the Minister to attend the 8th Session of the 15th National Assembly under the direction of the Government and Prime Minister.
Resolutely urge and guide the remaining two localities to urgently complete the Project on rearranging administrative units at district and commune levels and send it to the Ministry of Home Affairs for appraisal.
Proactively urge and coordinate with ministries and branches to thoroughly complete the arrangement and reorganization of public service units under the management of the Ministry and ineffective branches.
Notably, Minister Pham Thi Thanh Tra proposed to report to the Government Party Committee on the situation of education staffing in the period of 2022 - 2026 and propose solutions to solve the surplus of teachers in the period of 2024-2026 in localities;
Advice The Government plans to implement Resolution No. 1157 dated August 28, 2024 of the Standing Committee of the National Assembly on thematic supervision of the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the period 2018 - 2023.
Proactively guide ministries, branches and localities in preparing commendation dossiers on the occasion of anniversaries of full years, even years, major holidays and important events of the country in 2024 and 2025 with outstanding achievements to propose high-level commendation to ensure completeness and timeliness.
Strengthen the effectiveness and efficiency of state management in the field of beliefs and religions; proactively, flexibly and quickly handle hot spots and complicated issues, and do a good job of forecasting problems that may arise.
For specific tasks, the Minister assigned the Ministry Office to summarize the remaining tasks of 2024, with a specific task assignment table for each unit; at the same time, consult the heads of units and the Deputy Ministers in charge to complete before submitting to the Minister for signature and promulgation.
Minister Pham Thi Thanh Tra emphasized that tasks should be assigned to units in the direction of assigning tasks and taking the quality and progress of task completion as criteria for evaluation and reward for each unit at the end of the year.
