The Ministry of Home Affairs said that currently, the construction of e-Government, towards digital Government, is being vigorously implemented, initially achieving many positive results. With the development of telecommunications infrastructure, the digital economy has been formed and developed to become an increasingly important part of the economy.
Accelerating the implementation of digital transformation requires highly qualified human resources in information technology, along with raising awareness of the entire political system and increasing financial resources.
However, currently, the highly qualified human resources in information technology are increasingly shifting from the public sector to the private sector, mainly due to the inadequate working environment and salary and income policies for this group.
According to statistics, the number of people working in digital transformation, safety and network security for over 10 years is about 6,400 people; from 5-10 years is about 3,400 people, under 5 years is about 3,400 people.
With the current salary regime, the salary of the above-mentioned specialized subjects in digital transformation, safety and network security is only from 7.6 to 16 million VND/person/month.
Meanwhile, through consulting the statistical results of the TopCV platform, the salary of IT staff with 1-3 years of experience is about 15-30 million VND; over 5 years is about over 30 million VND.
Currently, the Ministry of Home Affairs is drafting a Decree regulating the level of support for people working in digital transformation, safety and network security.
Accordingly, the draft stipulates a support level of 5 million VND/person/month (equal to 0.7 times the salary level 1 of the specialist category).
Currently, the staff, civil servants, public employees and those working in the armed forces performing the task of managing the digital transformation data system are identified and arranged according to job positions. Because there is no separate code and title, the regulation of allowances (attached to current salary) for these subjects is very complicated.
This issue will be studied and considered when reforming salary policy (in the direction of having separate titles and codes for these subjects). During the period of not implementing salary policy reform according to Resolution No. 27-NQ/TW, it is feasible and appropriate to stipulate support levels for these subjects.
According to the draft, with the number of people currently working in digital transformation, safety and network security at about 13,000 people, the estimated cost for support is about 65 billion VND/month.
