Expressing his high agreement with the draft documents submitted to the 14th National Congress of the Party and the draft documents submitted to the 1st Congress of the Government Party Committee, full-time Deputy Secretary of the Party Committee of the Ministry of Home Affairs Nguyen Huy Hung stated that the documents were carefully prepared, elaborate and methodically; reflecting new thinking, vision and new approach, especially for the documents of the 14th National Party Congress.
Deputy General Director of the Bank for Social Policies Le Thi Duc Hanh said that the draft Action Program to implement the Resolution of the 1st Government Party Congress, term 2025 - 2030, has been seriously developed, closely following the spirit of the Resolution and the Political Report; clearly identifying 6 key groups of tasks and specific, highly feasible solutions, with the principle of "clear people, clear work, clear time, clear responsibilities, clear products, clear authority".
Contents related to the organization and arrangement of the apparatus were also discussed by delegates. The report at the discussion sessions said that regarding the arrangement of the apparatus and implementation of the 2-level local government model, after the arrangement and streamlining of the Government apparatus, there will be a reduction of 8 ministries, ministerial-level agencies, and agencies under the Government, to 14 ministries and 3 ministerial-level agencies (equivalent to a reduction of 32%).
The number of provincial-level administrative units decreased from 63 to 34; district-level administrative units ceased operations; the number of commune-level administrative units decreased from 10,035 to 3,321 (equivalent to a decrease of 67%).
The total number of state administrative staff decreased by 145,000 civil servants and public employees; regular expenditure decreased by 39 trillion VND/year.
Speaking at the group discussion, Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized: We have just gone through a very different and harsh term. There are more difficulties and challenges than opportunities and advantages.
In particular, the epidemic is very severe and unusual, unprecedented. Natural disasters are also extremely extreme and cause great damage. The world and regional situation is complicated and unpredictable, with endless wars and conflicts in many places; economic blockade activities, sanctions, trade wars and tariffs have appeared...
In such a context, under the leadership of the Party and the Government, ministries, branches and localities have made continuous efforts, making the most of opportunities, potentials and advantages, overcoming difficulties and challenges, thereby the socio-economic situation in the past term has achieved many great achievements, which has been demonstrated as in the draft political report, these achievements have been recognized by the world and highly appreciated by the people; it can be said that many of the results we have achieved are extremely spectacular.
According to Permanent Deputy Prime Minister Nguyen Hoa Binh, the revolution in restructuring the apparatus has been recognized and highly appreciated by international friends; believing that not every country can do such a thing, world friends admire us when successfully carrying out this revolution.
It is worth mentioning that the revolution of restructuring the apparatus is an important preparation for the new era, the era of acceleration and breakthrough, opening up greater development space, reducing intermediate levels, screening the staff to better serve the people, along with that, we also implement decentralization, delegation of power, and determination of authority more strongly.
