After more than 7 years of implementing Resolution No. 18-NQ/TW, the city's political system has been gradually streamlined, the number of focal points within agencies and units, the number of leaders and staff have been significantly reduced. The management and use of staff have been carried out economically and effectively, equal to and lower than the assigned staff quota...

However, in addition to the achieved results, the number of agencies implementing the reorganization, streamlining of organizational apparatus, and staff reduction is not much; the reorganization of organizational apparatus in some units and fields is still mechanical. Some organizations, agencies, and units operate ineffectively after the reorganization.

Mr. Le Tien Chau - Member of the Party Central Committee, Secretary of the City Party Committee, Head of the City National Assembly Delegation - requested all cadres, party members, and workers, especially the heads of Party committees and authorities at all levels, to unify the viewpoint and task of streamlining the organizational apparatus, restructuring the staff, and reducing the payroll as a revolution for the common development of the city. From there, implement strongly, resolutely, impartially, and objectively for the common benefit of the city; do not be lenient, do not avoid, do not take advantage to insert group interests, personal interests in the arrangement of the organizational apparatus and payroll; gradually make "up and down, in and out" become a political culture, a normal practice in personnel work. The implementation time is urgent, but units absolutely must not make mechanical arrangements but must evaluate the impact of scientific, complete, and comprehensive arrangement plans.

The city will first streamline and streamline its organizational structure, then downsize its staff and restructure its staff to eliminate unnecessary positions, reduce ineffective work, cut out intermediaries, and focus resources on key areas.

Agencies, units and localities continue to review and streamline the internal apparatus with the principle that if the government block reduces 15-20% of the focal points, agencies in the political system must strive to reduce at least 15% of the focal points. For agencies, units and localities that do not proactively propose streamlining, the City Party Committee's Organization Board - the Standing Office of the Steering Committee will review and evaluate. If it is deemed necessary to streamline, it will propose specific plans and agencies, units and localities must implement according to that direction. The heads of Party committees, agencies, units and localities that do not proactively propose will bear full responsibility.
