The Ministry of Home Affairs issued Official Letter 10287/BNV-CTL&BHXH on reporting on the situation of wages, bonuses and labor relations in enterprises to the Directors of the Department of Home Affairs of provinces and centrally run cities.
Accordingly, to promptly grasp the implementation of salary and bonus policies in enterprises, serve state management, and at the same time deploy solutions to contribute to stabilizing labor relations in enterprises, especially in the context of Tet, the Ministry of Home Affairs requests the Director of the Department of Home Affairs to direct the implementation of a number of specific tasks.
In particular, the Ministry proposes to closely coordinate with the Management Board of Industrial Parks, Economic Zones, Export Processing Zones, the Provincial Labor Federation and relevant agencies, between the provincial and commune levels in monitoring and grasping the production and business activities of enterprises, employment and life of workers, and labor relations situation at enterprises;
Strengthen propaganda and dissemination of policies and laws on labor, especially new regulations on employment, wages, and social insurance;
The Ministry of Home Affairs proposes to innovate and promote the inspection and supervision of the implementation of policies and laws on labor, strictly and promptly handling violations;
Promote activities to support the building of harmonious, stable and progressive labor relations in enterprises, including proactively implementing solutions to prevent and reduce labor disputes and strikes that may arise in the area before, during and after the New Year and Lunar New Year in 2026, not allowing incidents to persist and spread, causing insecurity, disorder, and social safety.
Guiding and supporting business owners and trade unions to coordinate, discuss, review, amend and supplement contents to comply with policies, laws, practical conditions of enterprises in labor contracts, collective labor agreements, salary payment regulations, and bonus regulations to organize implementation, ensure the legitimate rights and interests of employees, and contribute to stabilizing production and business activities of enterprises.
Requesting businesses in the area to develop a reward plan according to the production and business results in 2025 according to the provisions of Article 104 of the Labor Code and notify employees in the business.
The Ministry of Home Affairs also proposed to preside over and coordinate with the Management Board of Industrial Parks, Economic Zones, Export Processing Zones to survey and grasp the situation of wages, unpaid wages, and labor relations in 2025; the bonus plan according to the production and business results in enterprises during the New Year and Lunar New Year in 2026; compile data and send it to the Ministry of Home Affairs (through the Department of Wages and Social Insurance) before December 25, 2025.
