Assigning more power to the grassroots
Hue City is actively preparing for the conversion of the government model from 3 administrative levels to 2 levels, in the spirit of Resolution No. 18 of the Party Central Committee. This is an important step in the administrative reform process, aiming to improve the effectiveness and efficiency of state management and meet the requirements of local socio-economic development.
Recently, the Hue City Party Committee held a meeting with 120 million members of communes and wards, expected to hold positions in the Standing Committee of the new Commune Party Committee after the merger.
Hue City Party Secretary Le Truong Luu emphasized that changing the government model is a comprehensive institutional and administrative reform, with profound creativity, reflecting the strategic vision and determination to innovate of the Central Government.
Accordingly, the role of the new commune level will be raised when it is directly under Hue City, no longer through the intermediary level. The empowerment of grassroots will be increased, according to the motto "locality decides, locality does, locality is responsible".
Chairman of Hue City People's Committee Nguyen Van Phuong said that the city's viewpoint is to arrange the most capable cadres to important positions at the commune level. As for the Standing Committee of the new Party Committee at the commune and ward levels, all cadres have held leadership positions at the district and provincial levels. This is a team of trained cadres with vision, capacity and experience to be able to operate the new apparatus.
No work interruption
Director of the Department of Home Affairs Nguyen Van Manh informed that preparation for the operation of local governments at two levels is being urgently implemented, focusing on the organization of the apparatus, facilities and procedures.
According to the instructions, cases of cadres being restructured into the new commune Party Committee will be decided by the district level, but must be before June 30.

For commune-level public administrative centers, there will be no director, but the Vice Chairman of the Commune People's Committee will be in charge. Leaders of specialized departments at the commune level will be assigned to 2 positions: Head of Department and Deputy Head of Department.
It is expected that after the People's Councils of the new communes come into operation, they will hold the first meeting to announce decisions on cadres and socio-economic development orientations.
Chairman of the City People's Committee Nguyen Van Phuong hopes that after the new commune-level model comes into operation, it will expand space and create more development opportunities. The city expects the independence, autonomy and responsibility of the new commune-level government. With 40 commune-level units, each commune will be a creative unit in calling for investment, developing tourism and improving the quality of the living environment.
After the new commune-level apparatus comes into operation, dialogue with people will be promoted, because the commune-level government will directly approach the people and have more authority in handling work.
Secretary of the City Party Committee Le Truong Luu requested all levels to direct the organization of grassroots congresses for the 2025-2030 term on schedule, carefully prepare the content of documents and conditions for organizing party congresses for wards and communes for the 2025-2030 term. Localities need to do a good job of personnel for unions and socio-political organizations at the commune and ward levels. Regimes and policies for cadres, civil servants and public employees affected by the restructuring and streamlining of the apparatus also need to be paid attention to and resolved promptly.
The Secretary of the City Party Committee noted that in the coming time, the Standing Committee of the Party Committee of the commune and ward will carry a large amount of work due to receiving tasks from the district and provincial levels. Units need to promote the pioneering and exemplary spirit of " daring to think, daring to do, daring to take responsibility", innovating leadership methods, ensuring a continuous and efficient operating apparatus, without interruption of work.
