Regarding the arrangement and reorganization of public non-business units, the Ministry of Home Affairs has issued Document No. 12282 to the People's Committees of provinces and centrally-run cities guiding the implementation of arrangement and reorganization of public non-business units under the Ministry of Home Affairs sector and field.
Accordingly, for public non-business units in the field of archiving: The provincial/city historical archival center directly under the Central Government is a public non-business unit under the Department of Home Affairs, with the function of carrying out archiving for permanent archival documents received from agencies, organizations and other archival documents according to the provisions of the 2024 Law on Archives and other relevant legal regulations.
Based on the functions, tasks and subjects of separate management, ensuring no overlap in functions and tasks with other public non-business units under the Ministry of Home Affairs, the Ministry of Home Affairs proposes that localities study, review, and arrange public non-business units in the field of archiving as follows:
Each province/city directly under the Central Government has 1 historical archival center under the Department of Home Affairs to perform the functions and tasks of state historical archival in localities according to regulations.
Regarding the financial mechanism, the Provincial/City Historical Archives Center is a public non-business unit serving state management, providing basic and essential public non-business services.
Therefore, the Ministry of Home Affairs proposed that localities study and have a plan to classify the level of financial autonomy for provincial/city historical archives in accordance with the provisions of Decree No. 60/2021 (amended and supplemented by a number of articles in Decree No. 111/2025).
For the Employment Service Center under the Department of Home Affairs: Each province/city directly under the Central Government has 1 employment service center under the Department of Home Affairs, which is a public non-business unit providing public non-business services on employment for organizations and individuals in the area.
Regarding the financial mechanism, the Employment Service Center is a public non-business unit providing public non-business services on the list guaranteed by the State for all costs or partially supported for costs.
Therefore, the Ministry of Home Affairs proposed that localities study and have a plan to classify the level of financial autonomy for job service centers in accordance with the provisions of Decree No. 60/2021/ND-CP (amended and supplemented by a number of articles in Decree No. 111/2025/ND-CP).
For public non-business units in the field of people with meritorious services: Review, arrange, and reorganize nursing and care facilities for people with meritorious services in a professional and effective direction; ensuring suitability with the scale, subjects of care, nurturing, and care, geographical distance, and socio-economic characteristics of each locality.
Not merging nursing and care centers for people with meritorious services to the revolution with units that do not have similar functions and tasks.
Public non-business units in the field of people with meritorious services focus on performing the task of nurturing and treating people with meritorious services, and the implementation of service activities ensures compliance with current legal regulations.
Regarding the financial mechanism, the Center for nurturing and treating people with meritorious services to the revolution is a public non-business unit providing basic and essential public non-business services.
Therefore, the Ministry of Home Affairs proposed that localities study and have a plan to classify the level of financial autonomy for nursing and nursing centers for people with meritorious services to the revolution in accordance with the provisions of Decree No. 60/2021 (amended and supplemented by a number of articles in Decree No. 111/2025).
