The Steering Committee for Digital Transformation in Party Agencies has just issued a 100-day Action Plan to focus on removing and thoroughly handling bottlenecks in digital transformation, creating clear and substantial changes in the methods of leadership, direction, management and administration of Party agencies.

According to the Plan, Party agencies at the Central level, provincial and city Party committees, Party committees directly under the Central Government, and relevant agencies and units will focus on removing and definitively handling bottlenecks in digital transformation in 100 working days, from July 10 to the end of November 30, 2026, aiming to build a modern management model based on data, ensuring that Party agencies operate synchronously, smoothly, safely, minimizing paperwork, manual operations, time and costs, and not generating additional administrative procedures or duplicate data entry requirements.

The plan requires that the organization of implementation must ensure the principle of "6 clear - 1 throughout", including clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority and one task assigned to only one focal point throughout.

Heads of agencies and units are responsible for the final results; all tasks are only confirmed to be completed when there are specific products, operating data and verified evidence.

The implementation must prioritize the use of shared platforms, strengthen integration, sharing and reuse of data, and at the same time ensure absolute information security, network security and data protection right from the design stage.

The scope of implementation includes bottlenecks belonging to 8 key groups of issues, including: institutions, direction and administration; digital infrastructure; digital platforms; digital data; information security and network security; human resources; finance, disbursement; and enforcement discipline.

According to the Plan, by November 30, 2026, completely handle all overdue digital transformation tasks until the end of August 2026; complete the promulgation or submission to competent authorities for promulgation of documents under the 2026 tasks, and at the same time deploy a platform for connecting and interconnecting computer networks with security solutions in Party agencies.

The main targets include: 100% of overdue tasks are processed; 100% of shared platforms are fully identified with management and operation mechanisms; at least 98% of Party organization and party member data is standardized, cleaned and synchronized; at least 95% of cadres, civil servants, and public employees use digital platforms in their work and are equipped with information security skills and appropriate artificial intelligence applications; 100% of agencies complete infrastructure and equipment review and have handling plans for items that do not meet requirements.

The plan clearly assigns responsibilities to central and local Party agencies and the Central Party Office - the Standing Agency of the Steering Committee in organizing implementation, monitoring progress, coordinating and removing difficulties.

The inspection and evaluation will be carried out on the basis of output products, operating data, user experience and updated evidence on the monitoring system.

Agencies and units must regularly update progress, truthfully reflect implementation results, promptly report difficulties and obstacles for handling, ensuring the completion of the objectives of the Plan on schedule and with the set quality.
