The National Assembly will consider and decide on 49 draft laws and 4 resolutions
The working time of the 10th Session is expected to be 40 days. The contents submitted to the National Assembly for decision are closely related to the socio-economic development situation and many very important issues of the country.
The review and approval of the number of draft laws and resolutions demonstrates the innovation of legislative thinking, continuing to improve institutions, developing the socialist rule of law state in the spirit of the direction of General Secretary To Lam on "Innovation of legal thinking, institutional reform, ensuring the law goes ahead, paving the way for development".
At this session, the National Assembly will consider and decide: 66 contents, groups of contents. Of which, 49 draft laws and 4 resolutions are under legislative work; 13 groups of contents on socio-economics, state budget, supervision and decision on other important issues.
Due to the large workload, the 10th Session does not have the same mid-term break as previous sessions, to ensure the early completion of the Session program, with the spirit of working all day to complete the session completely. In addition to the contents of the regular session, the 10th Session will also summarize the work of the 15th National Assembly term.
The 10th session also has many innovations in the way the session is conducted, ensuring science, quality and success. That is the shortened time for presenting submissions; arranging for integrated presentations of some reports; arranging the National Assembly to listen to presentations, reports and discuss groups and halls in groups for a number of draft laws, resolutions and reports on the same field; arranging the National Assembly to review and discuss national target programs, specific mechanisms and policies to implement Resolution No. 71-NQ/TU, Resolution No. 72-NQ/TU of the Politburo before approving the content related to the State budget, ensuring timely budget balance for these contents.
Regarding the joint discussion of draft laws, this is the most optimal and feasible solution to complete a huge, unprecedented workload at the 10th Session, to implement the Party's policy on the arrangement of administrative units, implementing the two-level local government; implementing the "four resolutions" issued by the Politburo and the Secretariat in the past.
Moreover, in recent times, the National Assembly Standing Committee has directed and implemented many measures to improve the quality of legislative work, in order to best prepare for the 10th Session.
Another new point of the 10th Session is that the National Assembly does not organize questions and answers directly in the hall like previous sessions, instead, National Assembly deputies will send questions in writing for the person being questioned to answer. At the session, the National Assembly will compile a report on the questioning and answering of questions and arrange a National Assembly session on this content.

In order for voters and people to be able to pay attention to the activities of the National Assembly, in addition to the sessions broadcast live as prescribed in Article 9 of the National Assembly Session Regulations, Vietnam Television and Voice of Vietnam will broadcast live for the sessions of the National Assembly to listen to presentations and discuss in the hall the reports summarizing the National Assembly's term; review and discuss reports on the implementation of a number of resolutions of the National Assembly for the 14th and 15th terms on thematic supervision, questioning and some other contents.
At the 50th session of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man said that in order to prepare for the 10th Session, the Ethnic Council and the National Assembly Committees have worked actively, not day and night. Therefore, the National Assembly Chairman suggested that the Government and ministries and branches also need to carefully prepare documents, resolutely, closely follow the explanation, accept opinions, ensure the correct process to complete draft laws with the highest quality before submitting them to the National Assembly for consideration and approval.
The National Assembly Chairman also suggested continuing to clearly identify the progress and those responsible for the contents of the session; focusing on priority, avoiding disruption in discussions in groups and in the hall, accepting and explaining must be clear; increase multi-dimensional discussion, criticism, listening to absorb and explain to ensure accuracy, persuasion, and quality, especially on issues with different opinions.
The National Assembly Chairman believes that the session will continue to be a historic session, and will be successful with coordination, joint efforts, consensus, and community responsibility between the National Assembly and the Government.
