Strengthening policies to attract and value talent
Assoc. Prof. Dr. Nguyen Le Hung, Rector of the University of Technical Education - Da Nang University, said that the 14th Party Congress takes place at a particularly historically significant time, when our country has accumulated enough strength and power after 40 years of renovation, while facing intertwined opportunities and challenges of a rapidly changing, complex and unpredictable world.
As an educator, Mr. Nguyen Le Hung has a firm belief in the strategic orientation that the Party has outlined.

Regarding policies to attract and value talent, to meet the 4.0 Industrial Revolution, Mr. Nguyen Le Hung proposed that it is necessary to continue to "perfect outstanding mechanisms and policies, suitable to the specifics of creative labor". Vietnam needs special mechanisms, even specifics in income and working environment, to attract leading experts and good scientists at home and abroad.
Welfare policies are not only limited to salaries but also honor and create a creative operating environment. Therefore, the State needs to encourage and protect intellectuals and scientists who "dare to think, dare to do, dare to break through for the common good", creating maximum conditions for them to contribute to the cause of industrialization and modernization of the country.
Assoc. Prof. Dr. Nguyen Le Hung shared: "I hope that the 14th Congress will pass revolutionary policies on thinking, considering education and training and science and technology as truly top national policies. In the next term, I believe that the Party will continue to strongly arouse the aspiration for development, the spirit of self-reliance, self-strengthening and the will to rise up of the whole society. In which, higher education will be given a central role in training human resources and knowledge for the country to enter a new stage of development, directly contributing to making the country a developing country with modern industry and high average income by 2030".
Promoting the effectiveness of the intellectual team
Watching the Opening Session of the 14th Party Congress, Mr. Bui Van Tieng - Chairman of the Da Nang City Historical Science Association, former Head of the Organization Committee of the Da Nang City Party Committee said that he is most interested in how the 14th Congress will raise the issue of developing science and technology and promoting the intellectual team.
In the Draft Documents of the Congress, it can be seen that the Party's viewpoint has clearly stated: "Establishing a new growth model, taking science and technology, innovation, and national digital transformation as the main driving force and private economic development as the most important driving force; perfecting the development institution associated with the synchronous implementation of four transformations: Digital transformation, green transformation, energy transformation, structural and quality transformation of human resources; attracting and valuing talents, promoting the development of new production forces".
Mr. Bui Van Tieng assessed that at the 14th Party Congress this time, the view that education - training and science - technology are top national policies was emphasized more; the issue of developing science and technology and promoting the intellectual team was more concretized than in previous terms, with the premise being Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
In particular, this Congress emphasized the connection between science and technology and education and training, especially with higher education.
In addition, as a person born and raised in a central coastal locality, Mr. Bui Van Tieng expressed his appreciation that the Draft Documents of the 14th Congress have set out the task of building and implementing a Project to ensure water source security, dam and reservoir safety; and at the same time build and complete a disaster risk map system and an early warning system for natural disasters.
According to him, in the past time, domestic scientists have devoted a lot of effort to researching and proposing solutions to combat urban flooding, and prevent hill and coastal erosion.
These academic and practical concerns and recommendations need to be further absorbed and concretized in the Draft Political Report and the Draft Action Program of the Party Central Committee implementing the Resolution of the 14th Party Congress. Only then can our Party truly lead the development of science and technology and promote the intellectual team more effectively in the cause of national development.
