After the 7th session of the 15th National Assembly, the Ministry of Home Affairs received comments from the National Assembly Delegation of Ha Tinh province.
Accordingly, voters of Ha Tinh province proposed to consider and add 58 positions of civil servants performing veterinary duties or allow the transfer of 58 positions from the assigned civil servant positions for the 2022-2026 period to civil servant positions performing veterinary duties for Ha Tinh province.
This is for the province to develop a project to perfect, consolidate and enhance the capacity of the veterinary management system at all levels to ensure compliance with the provisions of the Veterinary Law and Decree No. 35/2016/ND-CP.
Regarding this content, the Ministry of Home Affairs has sent an official dispatch in response to voters of Ha Tinh province.
Accordingly, based on Conclusion No. 01-KL/BCD of the Central Steering Committee on payroll management on the Conclusion of the 3rd Conference on the results of payroll management of the political system, the Prime Minister's direction in Document No. 5578, the Ministry of Home Affairs issued Document No. 5027/BNV-TCBC dated August 20, 2024 to ministries, branches, and localities (including Ha Tinh province) requesting to review, synthesize, and report on the total number of administrative organizations under its management that have not been assigned civil servant payrolls and are being arranged for public service payrolls (number of employees);
The total number of administrative organizations under the management scope that are operating under a special financial and income management mechanism, have not been assigned civil servant payrolls, and the situation of management and use of payrolls at each of the above organizations shall be sent to the Ministry of Home Affairs before September 16, 2024.
According to the Ministry of Home Affairs, this proposal is to synthesize a report for the Politburo to allow the conversion of career positions into civil servant positions in agencies and organizations performing state management functions.
Therefore, the Ministry of Home Affairs requests voters to give their opinions to the People's Committee of Ha Tinh province to implement the opinions of the Ministry of Home Affairs in Document No. 5027/BNV-TCBC mentioned above.
