On the morning of September 5, at the 49th session, the National Assembly Standing Committee gave opinions on the Government's reports on corruption prevention and control; crime prevention and control and law violations; and enforcement in 2025.
Presenting the report on the results of anti-corruption work, Chairman of the Law and Justice Committee Hoang Thanh Tung said that in 2025, he focused on reviewing and handling works and projects that were behind schedule and had long-term backlogs, causing great loss and waste.
The work of detecting and handling corruption and negativity through inspection, examination and auditing activities continues to be promoted. The investigation, prosecution and trial of basic corruption cases are carried out in accordance with the provisions of law.
Continue to detect and handle many major corruption cases, causing serious consequences; clarify violations, handle many cadres and civil servants, including cadres under the management of the Politburo and the Secretariat. The work of recovering corrupt assets during the investigation period achieved very positive results.
However, asset and income control has not had many positive changes. The quality of online public service provision is not high; there is still a situation where there is not enough attention to cutting, reducing, and simplifying administrative procedures.
Self-inspection and detection of corruption internally has not had positive changes. The quality and progress of resolving a number of corruption cases and incidents have not met requirements. The value of corrupt assets that must be recovered remains large.
Corruption in agencies with anti-corruption tasks; harassment and negativity in the administrative and public service sectors have not been overcome.
This situation shows that the implementation of anti-corruption measures has not been effective, there is lax management, and lack of responsibility of some groups, individuals, and leaders. The work of inspecting and supervising the implementation of power has not received due attention.
Overcoming the situation of cadres and civil servants avoiding responsibility and fearing mistakes and not daring to do things is still slow. Many shortcomings and limitations have been a reality for many years, but so far there have been no effective solutions.
The Standing Committee of the Law and Justice Committee recommends that the Government clearly analyze the "risk" of corruption, waste, and negativity for the existence of the regime to the extent that it has been pushed back to accurately forecast the situation.
At the same time, summarize and fully assess limitations and causes, clearly identify new difficulties and challenges in the fight against corruption, waste and negativity (PCTNLPTC) to propose breakthrough solutions to meet the requirements of the new situation.
Regarding the direction and tasks of PCTNLPTC in 2026, the Standing Committee of the Law and Justice Committee proposed that the Government review and not include some tasks that need to be implemented in 2025 in the tasks of 2026.
At the same time, study and supplement a number of directions and tasks on continuing to improve the legal system on PCTNLPTC according to the Party's policies and the requirements of the Steering Committee.
Synchronously and effectively implementing anti-corruption measures; shifting focus to prevention, proactively identifying and warning violations early and from afar.
Along with focusing on inspecting and examining areas prone to corruption and improving the quality of investigation and handling of major TNLPTC cases, it is necessary to pay attention to implementing measures to solve the situation of harassment, "petty corruption", causing trouble for people and businesses.
Focus on building a team of cadres and implementing solutions to rectify and handle the situation where cadres avoid, push, and fear mistakes and do not dare to do them.
