At the 49th session held on the morning of September 5, the National Assembly Standing Committee gave opinions on the draft Law on Civil Aviation of Vietnam (amended).
At the meeting, Minister of Construction Tran Hong Minh said that the draft law amending regulations allowing civil aviation activities of armed forces and other state agencies, the operation of civil aircraft belonging to armed forces or of other state agencies serving public purposes, drones and other flying vehicles are implemented according to the provisions of this Law to create a legal corridor to meet the development needs of this field.
Amend regulations on aviation authorities and aviation security authorities to clearly define the authority in management; air transportation, and obligations of the transportator towards passengers.
Amend the regulations on the list of fees, charges and prices in the aviation sector in the Law on Fees, Charges and the Law on Prices to comply with the State's management goals according to the provisions of the law on fees, charges and prices.
This is to ensure revenue for investors and port enterprises in maintaining costs related to exploitation activities at airports; improving service quality; creating a healthy business environment; creating conditions for economic sectors to participate in investing, building airport infrastructure, and providing aviation services at airports.
At the same time, it ensures that the aviation market is operated in accordance with market mechanisms and is effectively controlled by the State.
Supplementing regulations on exemption of construction permits for works at airports and works ensuring flight operations outside airports to contribute to simplifying administrative procedures; improving the efficiency of construction activities at airports.
Supplementing regulations on the management of fleets of Vietnamese airlines; management and use of aviation infrastructure assets to promote the dual function of airports.
These contents contribute to improving the efficiency and effectiveness of state management of airports, maximizing exploitation potential.
Supplementing regulations assigning the Government to issue a pilot mechanism for research and application of new technologies, means of transport, equipment, and types of transport, advanced materials to civil aviation activities.
Thereby creating flexibility in selecting and applying new technology, means, equipment, types of transport, and advanced materials to civil aviation activities in the face of development trends, transferring science and technology; creating a premise for Vietnam's civil aviation to approach the rapid and modern development trends of the world.
Speaking, Chairman of the Delegation Affairs Committee Nguyen Thanh Hai suggested that the draft law should add regulations on the authority and responsibility of the Slot Coordination Council (the time allocated to airlines to take off and land flights and is considered the "golden land" at airports for airlines to exploit according to capacity), the principle of prioritizing Slot coordination based on quantum criteria such as flight rate on time.
Chairman Nguyen Thanh Hai said that in addition to airlines flying on time, there are airlines that delay a lot, up to a few hours, even half a day. Having such criteria and rates will encourage airlines to ensure the rights of customers.
Strengthen the monitoring mechanism, publicize the entire process and Slot coordination results on the electronic information portal of the Ministry of Construction and the Civil Aviation Authority of Vietnam.
