Prime Minister Pham Minh Chinh has just chaired a conference to evaluate the results of the reorganization of the internal apparatus of ministries and branches and summarize 1 month of operation of the 2-level local government on July 28.
At this meeting, Minister of Home Affairs Pham Thi Thanh Tra said that the settlement of regimes and policies for cadres, civil servants, public employees and workers after the reorganization has received attention from localities, grasping their thoughts and aspirations to promptly resolve them according to regulations.
As of July 25, 2025, the total number of people who have decided to quit their jobs is over 85,580 people. The total number of people who have quit their jobs (retired and quit their jobs) is nearly 78,400 people.
The total number of people submitting to competent authorities for funding approval and approved is over 75,000 people (of which nearly 41,800 people have received support money).
For part-time workers, Minister Pham Thi Thanh Tra stated that localities are making a list to resolve the regime, policies or arrange appropriate work if they wish to continue working and the agency or unit has a need.
According to Decision 1589/QD-TTg on the plan to implement the Law on Organization of Local Government, the Ministry of Home Affairs is assigned to preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies and organizations to develop many legal documents.
In particular, the Ministry of Home Affairs will advise the Government to issue a Decree on the organization of activities of villages and residential groups and a number of regimes and policies for part-time workers in villages and residential groups. The task is expected to be completed in November.
At the recent conference on deploying working tasks of the Ministry of Home Affairs, Deputy Minister of Home Affairs Truong Hai Long said that the Departments of Home Affairs of provinces and cities have actively advised the People's Committees at the provincial level to implement the streamlining of the internal apparatus to operate effectively and efficiently.
The Department of Home Affairs of localities has advised the Provincial People's Committees to improve and stabilize the organization of the apparatus to meet the requirements for performing state management tasks; the number of cadres and civil servants is arranged in accordance with the number at agencies and units.
Localities have proactively developed operating regulations, assigned tasks, work programs, and plans to mobilize commune-level cadres and civil servants to the shortage of units of the government sector.
At the same time, actively and urgently review to ensure facilities, working equipment and establish a process for handling administrative work to meet the requirements of serving people and businesses.
Accordingly, implementing Decree No. 150/2025/ND-CP, localities have reduced 713 specialized agencies under the provincial People's Committee; reduced 100% of specialized agencies under the district People's Committee and established departments under the commune People's Committee according to regulations.
In the coming time, the Ministry of Home Affairs will organize training for cadres and civil servants of provinces and cities to have an overview of local governance.
