Building development institutions
Towards the 100th anniversary of the founding of the Party (1930-2030), the 100th anniversary of the founding of the country (1945-2045), our Party has set a goal that by 2045, Vietnam will become a developed, powerful, prosperous and happy country. To realize that aspiration, the role of the National Assembly in building a development institution is of particular importance.
The Resolution of the 14th National Party Congress has identified that one of the strategic breakthroughs in this term is a strong breakthrough in the development institution, improving the capacity to plan and organize the implementation of the Party's guidelines and policies, and the State's laws to unlock, liberate and effectively promote all resources.
At the National Conference to deploy the election of National Assembly deputies of the 16th term, People's Council deputies at all levels for the 2026-2031 term organized by the National Election Council, General Secretary To Lam stated clearly: The 16th election - taking place on the occasion of the 80th anniversary of the first General Election - will continue the source of democracy of the country, affirming the strength of the great national unity to bring the country to firmly develop in the new era.
The success of the election will create an important starting point for the construction and consolidation of the State apparatus for the new term, creating a solid socio-political foundation for the successful implementation of the Resolution of the 14th Party Congress. This is also an opportunity for us to affirm the leadership capacity of the Party, the management effectiveness of the State and the operational efficiency of the political system in the context of just completing the streamlining of the organizational apparatus, merging administrative units, and reorganizing the local government according to a two-level model.
At the Ceremony to celebrate the 80th anniversary of the first General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026), General Secretary To Lam emphasized: Without a breakthrough in institutions and laws; without a National Assembly with bravery, wisdom, drastic action and high responsibility, those great goals can hardly become reality.
The National Assembly needs to continue to promote the glorious 80-year tradition, go one step ahead in institutions, bravely decide on difficult issues, new tasks, and unprecedented fields; pave the way for innovation, for rapid and sustainable development of the country" - General Secretary To Lam emphasized.
Turning institutional reform into a competitive advantage, into a driving force for development
At the 10th Session of the 15th National Assembly, National Assembly Chairman Tran Thanh Man emphasized the content: The 16th National Assembly term is an important milestone on the new development path of the country, with significance in orienting the future, entering a new era of the Vietnamese nation. It sets out very large requirements and tasks for the work of the National Assembly, especially the task of perfecting institutions with the requirement of "Transforming institutional reform into a competitive advantage, into a driving force for development".
The 15th National Assembly proposed that the 16th National Assembly and subsequent terms continue to innovate thinking, perform well 3 most important functions: legislative, supreme supervision, and decision-making on important issues of the country. In which, legislative activities need to be identified as "breakthrough of breakthrough", must go ahead, pave the way, lead the country's development, encourage creativity, liberate all labor, unlock all resources for development; ensure healthy competition, improve integration capacity. Emphasizing the spirit of "turning institutions and laws into competitive advantages" stated in Resolution 66-NQ/TW of the Politburo, Assoc. Prof. Dr. Nguyen Trong Phuc - former Director of the Institute of Party History - said that correct, transparent, and feasible laws will not only ensure order and discipline but also pave the way, unlock resources, and liberate the creativity of people and businesses. This places many expectations on the 16th National Assembly term, institutionalizing the policies in the Resolution of the 14th Party Congress into legal policies to build for the development of the country, and realize the goals that our Party has set.
According to Deputy Chairman of the National Assembly's Committee for Culture and Society Ta Van Ha, in our country's political system, the National Assembly plays a pioneering role in institutionalizing the Party's guidelines and policies into policies and laws to bring them into life. This is not only a key political task, but also a driving force for the National Assembly to continue to affirm its leading role in the process of institutional innovation, especially in the context that our Party has identified the strategic requirement of "making the legal system a competitive advantage, a breakthrough of a breakthrough".
“Considering institutions and laws to become a competitive advantage reflects an important shift in legislative thinking, from seeing institutions as just management tools, to now becoming an endogenous resource, a driving force for development, creating a foundation for the country to break through in integration and global competition” - Mr. Ha expressed his opinion.
In the article "Institutional and legal breakthroughs for the country to rise", General Secretary To Lam stated clearly that in order to realize the nation's aspiration to rise, we must solve many things, in which a very key task is to continue to pay attention to perfecting institutions and laws to liberate all production capacity, unlock all resources, promote all potentials and strengths of the country, and take advantage of all development opportunities.
