At the 30th Conference (expanded), the Executive Committee of the 19th Yen Bai Provincial Party Committee agreed to arrange 168 commune-level administrative units (including 146 communes, 12 wards and 10 towns) into 51 commune-level administrative units (including 44 communes and 7 wards).
Of which, 6 communes did not implement the arrangement: Che Tao, Nam Co, Lao Chai (Mu Cang Chai district), Ta Xi Lang (Tram Tau district), Cat Thinh (Van Chan district) and Phong Du Thuong (Van Yen district).
For Mu Cang Chai district, which is a particularly difficult mountainous district, there are 3 communes that do not implement the arrangement.
Talking to reporters of Lao Dong Newspaper, the leader of Mu Cang Chai district said that among these, there are 2 communes of Nam Co and Lao Chai that meet the standards on area and population according to regulations and do not have to be arranged.
Che Tao commune alone with an area of 235.38 km2, population of more than 2,590 is subject to arrangement. However, due to the characteristics of the locality located in the core area of Che Tao Species and habitats Conservation Area, it is located in an area with difficult terrain, difficult to travel, and difficult to connect traffic with neighboring communes.
At the meetings of the Steering Committee for the arrangement of administrative units at the commune level, the locality collected public opinions and reached a consensus on not implementing the arrangement of administrative units for the above 3 communes.

Meanwhile, Ta Xi Lang commune of Tram Tau district, due to its location in an area with terrain, has difficulty in transportation, and is strongly cut off from traffic connections with neighboring communes.
At the 18th session of the People's Council of Tram Tau district, a Resolution was passed on the policy of arranging provincial-level administrative units and commune-level administrative units in the district. Thereby, 100% of delegates unanimously approved.
For the two communes of Cat Thinh (Van Chan district) and Phong Du Thuong (Van Yen district), ensure that the scale criteria for area and population are met, and do not reorganize with other units.
