The People's Council of Can Tho City has unanimously approved the policy of arranging and merging 80 commune-level administrative units of the city to establish 32 commune-level administrative units (including 16 wards and 16 communes).

Of these, 4 communes and wards have not reorganized and maintained the entire natural area. These are Tan Loc ward (Thot Not district), Truong Long commune (Phong Dien district), Thanh Phu commune and Thoi Hung commune (Co Do district).
In the Project on arranging commune-level administrative units of Can Tho City in 2025, it is analyzed as follows:
For Tan Loc ward is a islet surrounded by Hau River around. The North, the east of the ward adjacent to Dong Thap province; The West borders Thuan An ward, Thot Not ward, Trung Kien ward, Thuan Hung ward of Thot Not district (old) and Thoi Long ward of O Mon district (old); The South borders Thoi Long ward - O Mon district (old).
This is the only commune-level administrative unit of Can Tho City with specific factors of geographical location and difficulty in organizing traffic connection with other adjacent administrative units of Thot Not District and other localities. Commercial travel with wards must go through boats and ferries, and the entire ward still has weak and lacking infrastructure, especially the transportation system.
Above all, Tan Loc ward administrative unit has many specific local elements that need to be preserved, maintained and need to have a separate development orientation such as: The process of exploitation, livelihood, settlement of local people, historical traditions, culture, religion, production and business practices... have been formed for a long time, have many unique features, containing local indigenous elements.
In case of arrangement, adjustment, and merger of Tan Loc ward with other adjacent administrative units, it will not be suitable with the above specific factors of the locality, and will face many difficulties in the management and socio-economic development of the new ward administrative unit after the arrangement.

For Truong Long commune, with a natural area of 31.01 km2 (reaching 103.37% of the standard), the population is 24,064 people (reaching 150.40% of the standard). Truong Long commune borders Nhon Ai, Phong Dien, Truong Thanh, Truong Long Tay, Tan Hoa communes.
Regarding the basis and reasons, the standards must ensure the provisions of Point b, Clause 1, Article 5 of Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025.
For Thanh Phu commune, the natural area is 99.07 km2 (reaching 330.23% of the standard), the population is 25,699 people (reaching 160.62% of the standard). Thanh Phu commune borders Trung Hung, Thoi Hung, Co Do, Thanh An, Thanh Quoi, Vinh Thanh communes and An Giang province. The basis and reason for not implementing the arrangement are similar to Truong Long commune.
Thoi Hung commune has a natural area of 69.92 km2 (reaching 233.07% of the standard), population of 19,044 people (112.03% of the standard). Thoi Hung commune borders Thoi Long ward and Truong Thanh, Dong Hiep, Co Do, Thanh Phu and Trung Hung communes. The basis and reason for not implementing the arrangement are similar to Truong Long commune and Thanh Phu commune.
