On September 6, Lai Chau Provincial Party Committee held a conference to announce the Secretariat's Decision on personnel work.
According to Decision No. 2283-QDNS/TW dated August 30, 2025 of the Secretariat, Mr. Le Minh Ngan will cease to hold the position of Executive Committee Member, Member of the Standing Committee of the Party Committee of the Ministry of Agriculture and Environment, Deputy Minister of Agriculture and Environment to be transferred and appointed to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, holding the position of Standing Deputy Secretary of Lai Chau Provincial Party Committee for the 2020-2025 term.
Presenting the Decision and giving a speech assigning tasks, Mr. Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee emphasized that Mr. Le Minh Ngan is a professional cadre, matured from the grassroots, has held many positions, always completing tasks excellently, especially in the field of Natural Resources and Environment; at the same time, he has been planned to join the 14th Central Executive Committee.
Speaking at the ceremony to accept the assignment, Mr. Le Minh Ngan - Standing Deputy Secretary of Lai Chau Provincial Party Committee sent his thanks to General Secretary To Lam, the Politburo and the Secretariat for entrusting him with the task of Standing Deputy Secretary of Lai Chau Provincial Party Committee.
The new Standing Deputy Secretary of the Provincial Party Committee promised to continue to practice and maintain political courage, together with the Executive Committee, Standing Committee, and Standing Committee of the Provincial Party Committee to promote the tradition of solidarity, unity, focus on leading and directing the 15th Provincial Party Congress successfully, term 2025-2030.
Mr. Le Minh Ngan, born in 1969, hometown of Quang Binh province (now Quang Tri province), Kinh ethnic group, Master's degree in Economics. He has held the following positions: Director of the Department of Natural Resources and Environment of Quang Binh province; Vice Chairman of the People's Committee of Quang Binh province.
In February 2020, he was transferred and appointed by the Prime Minister to hold the position of Deputy Minister of Natural Resources and Environment; in January 2025, he was reappointed. Implementing the merger policy, from March 1, 2025, Mr. Le Minh Ngan will hold the position of Deputy Minister of Agriculture and Environment.
Previously, on September 3, 2025, Politburo member and Prime Minister Pham Minh Chinh signed Decisions No. 1881/QD-TTg to receive and appoint Mr. Vu Manh Ha - Alternate Member of the Party Central Committee, Permanent Deputy Secretary of Lai Chau Provincial Party Committee to hold the position of Permanent Deputy Minister of Health.
