The Government Office issued Official Letter No. 7003/VPCP-CN dated July 28, 2025, conveying the direction of Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh on proposing solutions to handle the loophole caused by the Green Bay 58 ship capsize.
Previously, the Government Electronic Information Portal reported on information, press and public opinion related to direction and operation, including a summary of information about "The vulnerability from the Vinh Xanh 58 ship capsize".
Accordingly, the Bay Xanh ship was designed to be higher than the standard, but without an automatic emergency signal transmission device, the monitoring agency did not detect the ship's GPS when it was broken early. By 2:05 p.m. on July 19, the ship had lost its GPS connection. The location of the overturned ship is more than 1km from Tuan Chau wharf and 3km from the mainland.
At the meeting on the afternoon of July 20, Colonel Hoang Van Thuyet - Political Commissar of the Quang Ninh Provincial Military Command - said that at 3:30 p.m., the unit received the first accident report, exactly 2 hours after the incident and 10 minutes later deployed a rescue ship to the scene.
Dr. Pham Ha - CEO of Lux Group - said that when the GPS signal is lost, the captain has 2 ways to send a warning to the management agency: send the signal via walkie-talkie or press the button of the automatic identification system AIS next to the steering seat.
If there is an unexpected incident and the captain or crew member does not have time to react, there is no automatic warning mechanism. This is a loophole in cruise ship design. At the same time, ships in the bay do not have general instructions or standards on how to deal with thunderstorms.
When the ship has left the port, the weather changes suddenly, and it cannot be helped, so the 6-hour regular bulletins like Vietnam are doing are not enough, requiring a real-time sea forecasting system (such as the US windy website), using coastal radar technology, wave buoys, satellite data, and artificial intelligence to simulate and warn according to specific regions.
Information must be internationally standardized, easy to understand, and transmitted on multiple platforms - from mobile applications, VHF stations, to on-board screens...
Regarding the above issue, implementing the direction of Deputy Prime Minister Nguyen Hoa Binh, the Government Office will forward the above article to the Ministry of Construction to propose management solutions; report to the Prime Minister before August 15, 2025.
