On April 28, Steering Committee No. 4 of the Government Party Committee held a meeting to deploy the direction of the Party Congress for 5 Party Committees including: the Ministry of Justice, the Ministry of Health, the Ministry of Education and Training, the Bank for Agriculture and Rural Development (Agribank) and Vietnam Maritime Corporation.
Deputy Prime Minister Le Thanh Long - Head of Steering Committee No. 4 chaired the meeting.
At the meeting, delegates thoroughly grasped and discussed a number of new contents to note in Directive No. 45-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party.
Accordingly, for the Party Committees that do not volatile due to consolidation and merger, they still organize the Congress with 4 contents: (1) Summary of the implementation of the Resolution of the Party Congress for the term 2020-2025 and determine the direction and tasks of the next term; (2) Discuss and comment on draft documents; (3) elected the Party Executive Committee for the term 2025-2030; (4) Election of delegations to the superior Party Congress.
For newly established Party Committees, consolidate, merge, and end the activities of the Party Executive Committee to establish a new Party Committee, hold a congress with 2 contents (No. 1 and 2), do not elect a Party Committee for the 2025-2030 term and the delegation to attend the direct superior Party Congress.
Directive 45 stipulates that personnel recommended for re-election to the Party Committee must have worked for at least 48 months (previously regulated as 30 months) or more at the time of holding the congress.
Directive 45 adds to the structure of members: "strive for a rate of cadres with scientific and technological qualifications of about 5%".
Cadres recommended for election to participate in Party committees, positions (higher) than leaders of Party committees, authorities, and socio-political organizations must have held current positions or equivalent positions for at least 1 year (12 months).
Discussing the organization of the congress, opinions suggested that the Central Organizing Committee soon issue new Guidelines for the implementation of Directive 45.
The opinions also suggested that the Government Party Committee soon provide guidance on a number of contents such as appointing Party committees, inspection committees, delegations to attend higher-level congresses, the age of re-election to the Party Committee; the age of re-election for grassroots secretaries and deputy secretaries with a working age of 1 year (12 months or more).

Concluding the meeting, Deputy Prime Minister Le Thanh Long requested to continue to thoroughly grasp Directive 45 as well as guiding documents from competent authorities.
Regarding document preparation, the Deputy Prime Minister noted that it is not to write long; limit general, deterministic words that go directly to work, so that after promulgation, they can be implemented immediately.
The Deputy Prime Minister also emphasized that doing a good job of personnel work is an important and core factor for work results.
Regarding the time, the Deputy Prime Minister requested the 5 Party Committees to complete the congress before August 10. The preparation of the congress documents and personnel projects to report to the higher-level Party Committee should strive to be completed before June 15.
