Notably, the inspection conclusion pointed out many problems in the Project to renovate and upgrade National Highway 6 section Tuan Giao - Lai Chau (Km406+300 - Km501+000), Dien Bien province - abbreviated as National Highway 6 Project).
Regarding the establishment, appraisal and approval of the project:
The feasibility study report of the Project is 1 year behind the Plan set out by the Ministry of Transport (MOT) in Decision No. 2544/QD-GTVT dated August 29, 2003 on allowing investment preparation.
The quality of the Ministry of Transport's project establishment is low because the results of the survey and basic design are not close to reality, leading to a large difference in the value of construction packages according to the basic design compared to the estimated price of packages according to the technical design and winning bids in the packages.
The total investment of the project increased from VND 906,000 million (according to the Project Feasibility Study Report established in 2004) to VND 2,359,352 million, but the Ministry of Transport did not clarify the project's capital allocation capabilities.
The Inspectorate determined the responsibilities of the Ministry of Construction, the Department of Planning and Finance (Ministry of Construction), Project Management Board 1 (now Thang Long Project Management Board), Investment Project Consulting - Transport Design Consulting Corporation (TEDI) and related organizations and individuals.
Regarding negotiation and signing of contracts:
The selection of contractors and signing of contracts by the Investor is implemented slower than the approved Bidding Plan.
Package No. 21 - Construction supervision consultancy: The Project Management Board1 approved the estimate, the price of the package was not in accordance with the construction supervision consultancy cost norms.
Package No. 20 - Blasting of mines and explosives: Project Management Board 1 has paid the contractor consortium for the costs of the camp according to the established estimate (2%), with an amount of VND 281.634 million, exceeding the regulations in Decision No. 165/2004/QD-BQP dated December 13, 2004 of the Minister of National Defense (as 1%) with an amount of VND 140.817 million.
Capital allocation and settlement of investment projects:
The project started when there was not enough capital to ensure the construction progress according to the approved project schedule, which is not in accordance with the provisions of Clause 5, Article 72 of the 2003 Construction Law.
The project started in June 2010 but was not allocated enough capital according to schedule, so when the progress had to be stopped, it led to the risk of causing waste and until now the time to restart the project has not been determined.
Payment of investment project settlement: The Ministry of Transport is responsible for the delay in project implementation and failure to allocate sufficient capital for the project according to regulations; The Thang Long Project Management Board has not yet recovered the advance payment of VND 11,019 million and has not fully paid the arising debts of the Project.
The Government Inspectorate recommends that the Ministry of Construction preside over and coordinate with relevant agencies and units to review and calculate the potential value of the waste risk of the National Highway 6 Project; submit to competent authorities to remove difficulties and obstacles of the National Highway 6 Project and arrange capital to soon reinvest in the National Highway 6 Project according to regulations, in order to avoid wasting invested resources for the Project.
Project to renovate and upgrade National Highway 6 Tuan Giao - Lai Chau section (Km405+300 - Km501+000), Dien Bien province with a route length of 91.408 km. The project investor is the Vietnam Road Administration, now the Vietnam Road Administration. The project management unit is Project Management Board 1, now Thang Long Project Management Board.
Project implementation period: Started in June 2010 and expected to be completed after 24 months. However, the project was suspended and the progress was delayed according to Resolution No. 11/NQ-CP of the Government and under the direction of the Ministry of Transport.
Currently, the project has a plan to continue implementation: The Ministry of Construction has issued document No. 8509/BXD-KHTC dated August 15, 2025 to the Ministry of Finance to synthesize and develop the needs of the medium-term public investment plan for the period 2026-2030, including the National Highway 6 Project.
