This content is stated in Regulation No. 20-QD/TW on the implementation of the Party Charter issued by the Central Executive Committee on April 8, 2026 (Regulation No. 20-QD/TW).
The regulation states the content of periodic activities of the grassroots Party Committee and Party cell. Accordingly, the grassroots Party Committee holds regular meetings twice a year on the occasion of evaluating the work in the first 6 months of the year and summarizing the work at the end of the year, and holding extraordinary meetings when necessary.
Contents of Party Committee meetings: Report on the operating results of the Party Committee and Party Committee in the past time, identify key tasks in the coming time; disseminate the Party's guidelines and policies, the State's laws, domestic and world current affairs in accordance with the requirements of tasks and characteristics of the Party Committee; announce the results of inspection, supervision, and Party discipline of the Party Committee for Party cells and party members; answer criticisms and questions from party members and Party cells.
For grassroots Party committees with many party members, dispersed activities, wide areas, and armed forces units performing combat readiness tasks, grassroots Party committees shall base on the specific situation to organize cluster activities, assign Party committee members to be in charge, ensuring the content of Party committee activities as mentioned above.
Online Party activities in some Party committees and Party cells are implemented according to the regulations of the Secretariat.
Regulation 20-QD/TW also states the content on the Party Committee of the grassroots level being authorized to decide on admitting and expelling party members.
Accordingly, grassroots Party committees in agencies, enterprises, non-business units, and armed forces with over 100 party members and classified as completing tasks well for 3 consecutive years or more may be directly considered and issued decisions by higher-level Party committees to authorize grassroots Party committees to decide on admitting party members and implementing disciplinary action of expelling party members.
After authorization, the directly superior Party Committee must regularly inspect, if it is found that the grassroots Party Committee authorized does not perform its tasks well according to regulations, the authorized decision shall be revoked.
Regulation No. 20 also mentions the term of office of the Party cell; the election of the Party cell committee, secretary, and deputy secretary of the Party cell (including grassroots Party cells).
Including the content of piloting party branch congresses directly under the Party branch every 5 years, starting from the 2025 - 2030 party branch term; the higher-level Party Committee directly directs the party branch that held the congress in 2025 to build or supplement tasks, consolidate secretaries, deputy secretaries, and party committee members accordingly.
Party cells with 9 or more official party members elect party committees; party cells with many party members elect no more than 7 party committee members. Party cells directly elect party committees first, then elect secretaries, elect a deputy secretary among party committee members. Party cells with fewer than 9 official party members elect secretaries, if necessary, elect a deputy secretary.
In case the Party cell elects for the third time but no comrade has enough votes to be elected as Party cell secretary, the higher-level Party committee shall base on the specific situation of the Party cell to appoint one comrade among the Party cell members or party members (where there is no Party cell) as secretary to manage the activities of the Party cell.
When absolutely necessary, the higher-level Party Committee directly appoints the secretary, deputy secretary, and branch committee member.
