On March 12, according to the Ministry of Home Affairs' Electronic Information Portal, this important task was emphasized by Minister Pham Thi Thanh Tra to each professional agency at the meeting of the working committee in March.
Stating that this is a "priority task", the Minister of Home Affairs requested a high level of focus to advise the Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW of the Central Committee, the Government Party Committee on the implementation of administrative unit arrangement and the development of a model of local government organization to ensure caution, thoroughness and quality.
The deadline for each task is specifically determined.
First of all, specialized agencies must accept the opinions of the Politburo at the meeting on March 7 to complete the submission and project to rearrange and reorganize administrative units at all levels and build a model of organizing local government at 2 levels (provincial and commune levels) to ensure adequate political basis, legal basis and practice.
The project will be reported to the Politburo on March 14 (this Friday) in accordance with the requirements in Conclusion No. 127-KL/TW.
After that, the drafting agency will continue to receive opinions from the Politburo and the Secretariat to complete the project, collect opinions from provincial Party committees, city Party committees, party committees directly under the Central Committee, agencies, organizations, and central Party committees after March 14.
This also needs to be completed as soon as possible to ensure the progress assigned by the Politburo and the Secretariat to relevant agencies to complete the project and submit it to the Central Executive Committee before April 7.
Ms. Pham Thi Thanh Tra also emphasized the principle that the arrangement and organization of administrative units at all levels must not only be to streamline the apparatus, but must also ensure compliance with history, culture, tradition, religion, ethnicity, national defense and security.
At the same time, this process needs to be closely linked with geopolitical, geographical, geoeconomic, geocultural factors, and the ability to support each other for development.
With the set criteria, the leaders of the Ministry of Home Affairs requested to specify Conclusion No. 127-Kl/TW of the Politburo and the Secretariat on the merger of some provincial-level administrative units, not district-level organizations, and continued merger of commune-level administrative units.
Accordingly, for the provincial level, in addition to the population size and area, it is necessary to carefully study the national master plan, regional planning, local planning, socio-economic development strategy, and industry development.
The factors that need to be further considered are expanding development space, promoting comparative advantages, meeting development requirements for each locality and the requirements and development orientation of the new stage... as a basis and scientific basis in the arrangement.
For the commune level, it is necessary to clearly identify local government models at the commune level for urban areas, rural areas, mountainous areas, plains, islands, population size, area, history, culture, issues of socio-economics, national defense, security, ethnicity, and religion.
