Comrade Tran Duc Luong, former Politburo member, former President of the Socialist Republic of Vietnam, former Chairman of the National Defense and Security Council, was born on May 5, 1937; hometown: Pho Khanh commune, Duc Pho district (now Duc Pho town), Quang Ngai province; permanent residence at 298, Van Phuc street, Lieu Giai ward, Ba Dinh district, Hanoi city.

He participated in the revolution from February 1955; into the Communist Party of Vietnam on December 19, 1959; Member of the Central Executive Committee of the V, Vi, VII, VIII, IX courses; Member of Politburo Session VIII, IX; Standing Member of the Politburo Session VIII; Vice Chairman of the Council of Ministers from February 1987 to August 1992; Deputy Prime Minister from September 1992 to August 1997; From September 1997 to June 2006; President of the Socialist Republic of Vietnam, Chairman of the National Defense and Security Council, Session X, Session XI; National Assembly deputies seventh, VIII, X, XI.

After a period of serious illness, despite being wholeheartedly treated by the Party, the State, the collective of professors and doctors, and being devoted to his family's care, due to old age and serious illness, he passed away at 10:51 p.m. on May 20, 2025 (ie April 23, At Ty year), at his home, at the age of 88.

During more than 50 years of revolutionary activities, he has made many great contributions to the glorious revolutionary cause of the Party and the nation. He was awarded the Gold Star Medal, the 65-year Party membership badge and many other noble medals, awards and titles by the Party and the State.
